Provides that a state that is a party to the compact may request aid from another party state during a declared emergency or disaster. Provides that all 50 states, Puerto Rico, the District of Columbia, and all U.S. territories may enter into the compact. Repeals the Interstate Disaster Compact Act. Effective immediately.
