Creates the Domestic Violence and Sexual Assault Unit in the Office of the Attorney General. Provides that the Unit consists of assistant attorneys general appointed by the Attorney General, who, together with any other staff as is deemed necessary by the Attorney General, may on behalf of the people of the State intervene in, initiate, enforce, and prosecute any legal proceeding or matter relating to domestic violence and sexual assault or abuse if the Attorney General determines that the action is necessary to promote or protect the rights and interest of each Illinois citizen.
