Short description:
LIVING WAGE ACT

Synopsis of Bill as introduced:
Creates the Illinois Living Wage Act. Provides that certain
employers must pay employees a living wage rate that is set by the
Director of Labor. Requires employers to provide continued employment
to certain employees when a contract provides for the continuation of
services currently provided by another contractor. Requires employers
to post notice of employees' rights under the Act. Allows the
Director to investigate violations of the Act. Sets penalties for
violations of the Act. Prohibits retaliation against employees who
exercise their rights under the Act. Amends the Illinois Procurement
Code. Requires the procurement officer to determine the level of the
State's vulnerability to labor unrest before issuing invitations for
bids or requests for proposals for service contracts. Requires those
bids and proposals to (i) include assurance of protection against
labor discord and (ii) certify that the contractor will comply with
the Illinois Living Wage Act. Provides that if, during the duration
of the contract, a contractor fails to comply with the Illinois Living
Wage Act, the contract is voidable.
