Short description: 
UTIL ART XVI DEFINITION-TECH                                               

Synopsis of Bill as introduced:
        Amends the Public Utilities Act.  Makes a technical change  in  a      
   Section regarding definitions under Article XVI.                            
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          220 ILCS 5/16-102                                                    
          Adds reference to:                                                   
          220 ILCS 5/16-120                                                    
          220 ILCS 5/16-122                                                    
        Replaces everything after the enacting clause. Amends the Public       
   Utilities Act to require the Commerce Commission to prepare a report        
   on the value of municipal aggregation of electric customers. Provides       
   that the report shall be filed with the Governor and General Assembly       
   no later than January 15, 2003. Effective immediately.                      
        SENATE AMENDMENT NO. 3.                                                
        Provides that proprietary or confidential information relating to      
   load data provided to the Commerce Commission shall  not  be  publicly      
   disclosed.   Directs   the   Commerce   Commission   to  consult  with      
   municipalities in the process of preparing its report on the value  of      
   municipal aggregation of electricity customers.                             
        SENATE AMENDMENT NO. 4.                                                
        Provides  that  the  Commerce  Commission  report  shall  include      
   analysis of aggregation of  consumer  purchases  of  electricity  from      
   renewable energy sources.                                                   
          FISCAL NOTE (Illinois Commerce Commission)                           
          ICC estimates at least 400 hours of billable hours by a consul-      
          ting firm to do this study. At an estimated hourly billing of        
          $200 per hour, the total expense would amount to approximately       
          $80,000. Accounting for staff resources necessary to monitor         
          the consultants' work, ICC estimates a resource need of              
          approximately $100,000 from the Public Utility Fund for this         
          project.
