CRIM CD-UNLAWFUL COMMUNICATION                                             

Synopsis of Bill as introduced:
        Amends the  Criminal  Code  of  1961.  Prohibits  a  person  from      
   obtaining  or  using a communication service without the authorization      
   of, or compensation paid to, the communication  service  provider,  or      
   assisting  or  instructing any other person in doing so with intent to      
   defraud the communication service provider. Prohibits  a  person  from      
   possessing,  using,  manufacturing, assembling, distributing, leasing,      
   transferring, or selling, or offering, promoting, or  advertising  for      
   sale, certain communication and access devices capable of acquiring or      
   facilitating  the  acquisition  of a communication service without the      
   express consent or express authorization of the communication  service      
   provider,   or   that  have  been  altered,  modified,  programmed  or      
   reprogrammed alone or in conjunction with another communication device      
   or other equipment  to  so  acquire  or  facilitate  the  unauthorized      
   acquisition  of  a  communication  service,  or  capable  of providing      
   unauthorized access,  acquisition,  receipt,  decryption,  disclosure,      
   communication,   transmission,   or   re-transmission   of   programs.      
   Prescribes  criminal  penalties for violations, injunctive relief, and      
   civil damages. Repeals various provisions relating to the unauthorized      
   use of cable  television  services,  unauthorized  use  of  television      
   interception or decoding devices, and contributing to the unauthorized      
   use  of  a  television  decoding  or  interception device, and certain      
   provisions relating to the award of punitive and  treble  damages  for      
   violations.                                                                 
        SENATE AMENDMENT NO. 1.                                                
        Makes technical changes to the bill.                                   
        HOUSE AMENDMENT NO. 1.  (House recedes May 22, 2002)                   
          Adds reference to:                                                   
          720 ILCS 5/24-3.5                                                    
        Further amends the Criminal  Code  of  1961.  Provides  that  the      
   penalty  provisions  of  the offense of unlawful purchase of a firearm      
   apply to attempting to purchase firearms in violation of the statute.       
   These provisions are effective immediately.
