House Sponsors: OSMOND-GARRETT-MATHIAS-MCGUIRE-OSTERMAN Short description: VEH CD-UNLICENSED DRIVERS Synopsis of Bill as introduced: Amends the Illinois Vehicle Code. Changes the following from a petty offense to a Class B misdemeanor: driving with an expired license or permit and that license or permit expired more than 6 months before the violation, driving without ever having obtained a driver's license or permit, or driving when being unqualified to obtain a license or permit because of age. Eliminates the $50 minimum fine for these violations. Changes, from a Class C misdemeanor to a Class B misdemeanor, taking a driving examination for another person. SENATE AMENDMENT NO. 1. Adds reference to: 625 ILCS 5/6-301 from Ch. 95 1/2, par. 6-301 Provides that the penalty for submitting to an examination or obtaining the services of another person to submit to an examination for the purpose of obtaining a drivers license or permit for some other person is a Class A misdemeanor (rather than a Class B misdemeanor) with a minimum fine of $500 or 50 hours of community service and a term of imprisonment of not less than 7 days. Provides that a second or subsequent offense is a Class 4 felony.
