Contains only a short title provision. SENATE AMENDMENT NO. 1. Deletes reference to: New Act Adds reference to: 105 ILCS 5/2-3.64 from Ch. 122, par. 2-3.64 105 ILCS 5/10-17a from Ch. 122, par. 10-17a 105 ILCS 5/14C-4 from Ch. 122, par. 14C-4 Deletes everything. Amends the School Code. Provides that all schools in this State that are part of the sample drawn by the National Center for Education Statistics shall administer the biennial State academic assessments of 4th and 8th grade reading and mathematics under the National Assessment of Educational Progress. Provides that the school report card assessing the performance of a school district's schools and students shall be posted on the school district's Internet web site. Provides that the report card shall be sent home to parents only upon request if the school district maintains an Internet web site. Provides that the report card form shall be provided to school districts by the most efficient, economical, and appropriate means. Makes changes to the provisions concerning the notice required to be given to the parents of a child who has been enrolled in a program in transitional bilingual education and the right to withdraw a child from the program. Effective July 1, 2002. HOUSE AMENDMENT NO. 1. Adds reference to: 105 ILCS 5/10-21.3a new 105 ILCS 5/34-18.23 new Further amends the School Code. Requires a school board to establish and implement a policy governing the transfer of a student from one attendance center to another within the school district upon the request of the student's parent or guardian. Provides that any request by a parent or guardian to transfer his or her child from one attendance center to another within the school district pursuant to Section 1116 of the federal Elementary and Secondary Education Act of 1965 must be made no later than 30 days after the parent or guardian receives notice of the right to transfer pursuant to that law. Prohibits a student from transferring to an attendance center if the attendance center meets specified criteria, with exceptions. HOUSE AMENDMENT NO. 2. Provides that if the district posts its school report card assessing the performance of its schools and students on its Internet web site, the district shall send a written notice home to parents stating (i) that the report card is available on the web site, (ii) the address of the web site, (iii) that a printed copy of the report card will be sent to parents upon request, and (iv) the telephone number that parents may call to request a printed copy of the report card. CONFERENCE COMMITTEE REPORT NO. 1. Recommends that the Senate concur in House Amendments Nos. 1 and 2. Recommends that the bill be further amended as follows: Adds reference to: 105 ILCS 5/18-8.05 Further amends the School Code. Increases the level of supplemental general State aid for certain school districts with a Low Income Concentration between 20% and 50%.
