Makes technical changes in a Section regarding Medicaid co-payments. SENATE AMENDMENT NO. 1. Deletes reference to: 305 ILCS 5/5-4.1 Adds reference to: New Act from Ch. 111 1/2, par. 4153-310 210 ILCS 45/3-310 30 ILCS 105/5.570 new Deletes everything. Creates the Innovations in Long-Term Care Quality Grants Act and amends the Nursing Home Care Act and the State Finance Act. Requires the Director of Public Health to establish a program of grants to fund long-term care programs that demonstrate creativity in service provision through the scope of their program or service. Creates the Innovations in Long-Term Care Quality Demonstration Grants Fund for the purpose of funding the grants. Sets forth the procedures for the awarding of grants, including the establishment of a commission to review, rank, and recommend applicants in consultation with the medical school located at the Champaign-Urbana campus of the University of Illinois. Requires the Director of Public Health to set aside a part of the fines and penalties collected each year under the Nursing Home Care Act to be used to award grants. Effective immediately. SENATE AMENDMENT NO. 2. In the Innovations in Long-Term Care Quality Grants Act, provides for the funding of grants using federal civil monetary penalties (instead of "penalties") deposited into the Long Term Care Monitor/Receiver Fund established under the Nursing Home Care Act. Provides for the award of grants based on the recommendations of the commission (instead of the "panel") after a thorough review of the compliance history of the long-term care facility. In amendatory provisions added to the Nursing Home Care Act, provides that with the approval of the federal centers for Medicaid and Medicare services, the Director of Public Health shall set aside 50% (instead of "a part") of the federal civil monetary penalties (instead of "fines and penalties") collected each year to be used to award grants under the Innovations in Long-Term Care Quality Grants Act. FISCAL NOTE, ENGROSSED (Department of Public Health) SB 2001, engrossed, will not create a fiscal impact on the Department of Public Health.
