House Sponsors: CURRIE-RUTHERFORD-BRADY-HOLBROOK-WINTERS Short description: IDPH-STROKE TASK FORCE Synopsis of Bill as introduced: Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Creates a Stroke Task Force within the Department of Public Health to advise the Department with regard to setting priorities for improvements in stroke prevention and treatment efforts, including developing and implementing a comprehensive statewide public education program on stroke prevention, targeted to high-risk populations and to geographic areas where there is a high incidence of stroke, and other matters. Also requires the task force to advise the Department with regard to awarding grants to providers of emergency medical services and to hospitals for the purpose of improving care to stroke patients. Effective immediately. SENATE AMENDMENT NO. 1. Adds representatives of the Illinois Public Health Association, the Illinois Speech-Language Hearing Association, and the American Association of Neurological Surgeons as members of the Stroke Task Force. Authorizes reimbursement of task force members' reasonable travel expenses (instead of reasonable expenses). Requires the task force to meet at least 3 times each calendar year (instead of at least once each calendar quarter). Deletes "determining what constitutes high-quality health care for stroke patients" as a subject for the task force's consideration. Provides for the task force to recommend (instead of adopt) guidelines on the treatment of stroke patients. FISCAL NOTE, ENGROSSED (Department of Public Health) SB 2050, engrossed, will create a minimal fiscal impact on the Department which will consist of reimbursement for reasonable travel expenses for task force members.
