Synopsis of Bill as introduced:
        Creates  the  Illinois  Medical  District  at  Springfield   Act.      
   Contains only a short title provision.                                      
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          30 ILCS 105/5.570 new                                                
          30 ILCS 105/6z-56 new                                                
        Deletes everything. Creates  the  Illinois  Medical  District  at      
   Springfield  Act.  The  District  is  governed by the Illinois Medical      
   District at Springfield Commission. Describes  the  territory  of  the      
   District.  Contains  provisions  concerning  grants, loans, contracts,      
   property  acquisition,  eminent   domain,   construction,   relocation      
   assistance,  bonds,  sale  or  lease  of  property,  hearings,  rules,      
   judicial  review,  master  plans, funds, and other matters. Amends the      
   State  Finance  Act  to  create  the  Illinois  Medical  District   at      
   Springfield Income Fund.                                                    
        SENATE AMENDMENT NO. 2.                                                
        Provides that the Governor shall appoint 4 (instead of 3) members      
   of  the  public  to  the  Illinois  Medical  District  at  Springfield      
   Commission. Provides that the Mayor of  Springfield  shall  appoint  4      
   (instead  of  3) members of the public to the Commission. Provides for      
   an additional 2 members  to  the  Commission,  one  appointed  by  the      
   Governor  and  the  other  appointed  by  the  Mayor  of  Springfield,      
   representing  the  chartered  county medical society that includes the      
   District. Requires that the members of the Commission  representing  a      
   non-profit  acute  care  hospital must be and remain an officer of the      
   licensed non-profit acute care hospital or  of  its  governing  board.      
   Concerning  the  Commission,  exempts  physician  members  and members      
   representing either medical schools or hospitals from the  restriction      
   that  members  of  the Commission may not be, or have been for 2 years      
   prior to their appointment, members of the  faculty  of  a  school  of      
   medicine,  members  of  the  medical  or dental staff of an acute care      
   hospital, or directors, trustees, officers, employees, or agents of  a      
   health care delivery facility or service in Springfield. Provides that      
   4  (instead  of 2) members of the Commission may call special meetings      
   of the Commission. Makes conforming term, quorum,  and  majority  vote      
   requirements.                                                               
        GOVERNOR'S AMENDATORY VETO MESSAGE                                     
        Recommends that: changes the composition of the Illinois Medical       
   District at Springfield Commission. Provides for the appointment of         
   4 members by the Governor, with the advice and consent of the Senate,       
   2 members by the Mayor of Springfield, with the advice and consent of       
   the Springfield City Council, and one member appointed by the Sangamon      
   County Board. Provides staggered terms for the intitial appointees.         
   Removes the various requirements and restrictions on Commission             
   membership. Adds a January 1, 2003 effective date.
