House Sponsors: MITCHELL,JERRY-GARRETT-MAY Short description: CHILD SUPPORT-IDPA-HLTH INSUR Synopsis of Bill as introduced: Amends the Illinois Public Aid Code, the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, the Uniform Interstate Family Support Act, the Income Withholding for Support Act, and the Illinois Parentage Act of 1984. Provides that the Department of Public Aid is a party in a child support proceeding after it notifies a circuit clerk that a person who is receiving child support payments is receiving child support enforcement services from the Department. Replaces provisions concerning the Department's notice to obligors and payors concerning the payment of support to the State Disbursement Unit. Adds provisions concerning a National Medical Support Notice for the purpose of enforcing an obligation to provide child support in the form of health insurance coverage. Provides that when withholding income for the payment of support, a payor must give priority to withholding for cash support and then to withholding of premiums for health insurance coverage.
