Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2003 budget recommendations. FISCAL NOTE, H-AM 2 (Illinois Gaming Board) Based on actual 2001 adjusted gross receipts and an additional 400 gaming positions for each of the licensees of Grand Vic- toria (Elgin), Empress (Joliet), Harrah's (Joliet), and Holly- wood (Aurora), H-AM 2 would generate an additional $141.8 million annually. STATE MANDATES NOTE, H-AM 1 (Department of Commerce and Community Affairs) In the opinion of DCCA, SB-2288 (H-am 1) does not create a State mandate under the State Mandates Act. HOME RULE NOTE, H-AM 1 (Department of Commerce and Community Affairs) The legislation does not contain language indicating a pre-emp- tion of home rule powers and functions. Therefore, in the opinion of DCCA, SB 2288 (H-am 1) does not pre-empt home rule authority. FISCAL NOTE, H-AM 1 (Illinois Gaming Board) Same as previous fiscal note. Increases the wagering tax rate and the admissions tax. Decreases the wagering and admissions tax rates beginning when gambling operations begin under a dormant license. Effective immediately.
