Synopsis of Bill as introduced:
Creates the FY2003 Budget Implementation Act. Provides that the
purpose of the Act is to make the changes in State programs that are
necessary to implement the Governor's FY2003 budget recommendations.

Deletes everything. Creates the FY2003 Budget Implementation
(Gaming) Act. Provides that the purpose of the Act is to make changes
in State programs relating to gaming that are necessary to implement
the State's FY2003 budget. Amends the Riverboat Gambling Act.
Increases the wagering tax rate and the admissions tax. Expands the
Mississippi River licenses to authorize the location of riverboats in
a municipality that (1) borders the Mississippi River or is within 5
miles of the city limits of a municipality that borders the
Mississippi River and (2) has a riverboat conducting riverboat
gambling operations on the effective date. Changes the definition of
"riverboat" to include permanently moored barges that are permanently
fixed together. Effective immediately.
