Effecive July 1, 2002. HOUSE AMENDMENT NO. 1. Deletes everything. Makes omnibus appropriations for State fiscal Year 2003. Effective July 1, 2002. HOUSE AMENDMENT NO. 2. Provides $1,000,000 funding to DCCA for the Mainstreet Program. GOVERNOR'S MESSAGE Item vetoes and reduction vetoes various line items of appropriation totaling $502 million in general funds. Approves all other appropriation items in the bill. GENERAL ASSEMBLY ITEM VETO OVERRIDE AND REDUCTION VETO RESTORATIONS Overrides a line item veto of an appropriation from the Tobacco Settlement Recovery Fund to the Department of Public Aid for senior help lines. Restores item reductions in appropriations to the State Board of Education for the following purposes: for early childhood grants, for tuition for disabled children, for reimbursement of certain orphans and foster children, for children whose dominant language is other than English, for transporting common school pupils and disabled students, for certain supplementary payments to school districts, and for general apportionment State aid. Restores a reduced amount to the Secretary of State general administrative group for personal services.
