    AN ACT concerning transportation.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Illinois Vehicle Code is amended by adding
Section 3-806.6 as follows:
 
    (625 ILCS 5/3-806.6 new)
    Sec. 3-806.6. Victims of domestic violence.
    (a) The Secretary shall issue new and different license
plates immediately upon request to the registered owner of a
vehicle who appears in person and submits a completed
application, if all of the following are provided:
        (1) proof of ownership of the vehicle that is
    acceptable to the Secretary;
        (2) a driver's license or identification card
    containing a picture of the licensee or cardholder issued
    to the registered owner by the Secretary under Section
    6-110 or 6-107 of this Code or Section 4 of the Illinois
    Identification Card Act. The Office of the Secretary shall
    conduct a search of its records to verify the authenticity
    of any document submitted under this paragraph (2);
        (3) the previously issued license plates from the
    vehicle;
        (4) payment of the required fee for the issuance of
    duplicate license plates under Section 3-417; and
        (5) one of the following:
            (A) a copy of a police report, court documentation,
        or other law enforcement documentation identifying the
        registered owner of the vehicle as the victim of an
        incident of abuse, as defined in Section 103 of the
        Illinois Domestic Violence Act of 1986, or the subject
        of stalking, as defined in Section 12-7.3 of the
        Criminal Code of 1961;
            (B) a written acknowledgment, dated within 30 days
        of submission, on the letterhead of a domestic violence
        agency, that the registered owner is actively seeking
        assistance or has sought assistance from that agency
        within the past year; or
            (C) an order of protection issued under Section 214
        of the Illinois Domestic Violence Act of 1986 that
        names the registered owner as a protected party.
    (b) This Section does not apply to license plates issued
under Section 3-806.4 or to special license plates issued under
Article VI of this Chapter.
