    AN ACT concerning health.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Counties Code is amended by adding Section
5-25027 as follows:
 
    (55 ILCS 5/5-25027 new)
    Sec. 5-25027. Advisory committee.
    (a) No later than December 31, 2011, the county board
chairman in every county with a population of less than
3,000,000 shall appoint a volunteer 7 member mental health
advisory committee composed of members of the general public,
if the county has established a county health department
pursuant to this Act, but no mental health program has been
approved by the county health department as provided in Section
5-25025 of this Act.
    (b) The mental health advisory committee shall identify and
assess current mental health services in its respective
jurisdiction, monitor any expansion or contraction of such
services, and, if deemed necessary, provide a report to the
county board with recommendations for additional services.
    (c) The mental health advisory committee shall have no
taxing authority.
    (d) This Section is repealed on December 31, 2018.
 
    Section 10. The Community Mental Health Act is amended by
adding Section 14 as follows:
 
    (405 ILCS 20/14 new)
    Sec. 14. Advisory committee.
    (a) No later than December 31, 2011, the county board
chairman in every county with a population of less than
3,000,000, or the township supervisor of a township located in
a county with a population of 3,000,000 or more, shall appoint
a volunteer 7 member mental health advisory committee composed
of members of the general public, if no community mental health
board has been established in the county or township as
provided under Section 3a of this Act. This subsection shall
not apply to townships that currently provide mental health
services.
    (b) The mental health advisory committee shall identify and
assess current mental health services in its respective
jurisdiction, monitor any expansion or contraction of such
services, and, if deemed necessary, provide a report to the
county or township board with recommendations for additional
services.
    (c) The mental health advisory committee shall have no
taxing authority.
    (d) This Section is repealed on December 31, 2018.
 
    Section 99. Effective date. This Act takes effect upon
becoming law.
