    AN ACT making appropriations.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

                          ARTICLE 1

    Section  5.  The following named sums, or so much thereof
as may  be  necessary,  respectively,  for  the  objects  and
purposes  hereinafter  named,  are  appropriated  to meet the
ordinary  and  contingent  expenses  of  the  Illinois   Arts
Council:
Payable from the General Revenue Fund:
  For Personal Services ........................ $  1,161,000
  For Employee Retirement Contributions
   Paid by Employer ............................       46,400
  For State Contributions to State
   Employees' Retirement Contributions .........      156,100
  For State Contributions to
   Social Security .............................       88,900
  For Contractual Services .....................      214,800
  For Travel ...................................       20,000
  For Commodities ..............................        9,000
  For Printing .................................       55,500
  For Equipment ................................          900
  For Electronic Data Processing ...............       20,200
  For Telecommunications Services ..............       21,200
  For Travel and Meeting Expenses of
   Arts Council and Panel Members ..............       35,000
    Total                                          $1,829,000

    Section 10.  The following named sums, or so much thereof
as  may  be  necessary,  respectively,  for  the  objects and
purposes hereinafter named, are appropriated to the  Illinois
Arts Council to enhance the cultural environment in Illinois:
Payable from General Revenue Fund:
  For Grants and Financial Assistance for
   Arts Organizations ..........................   $6,099,400
  For Grants and Financial Assistance for
   Special Constituencies ......................    2,235,600
  For Grants and Financial Assistance for
   Arts Education ..............................    1,445,300
    Total                                          $9,780,300

Payable from Illinois Arts Council
 Federal Grant Fund:
  For Grants and Programs to Enhance
   the Cultural Environment ......................$   675,000

    Section 15.  The sum of $1,000,000, or so much thereof as
may  be  necessary,  is appropriated from the General Revenue
Fund to the Illinois Arts Council for the purpose of  funding
administrative  and grant expenses associated with humanities
programs and related activities.

    Section 20.  The amount of $380,000, or so  much  thereof
as may be necessary, is appropriated from the General Revenue
Fund  to  the  Illinois  Arts  Council  for grants to certain
public radio and television stations for operating costs.

    Section 25.  The amount of $4,904,200, or so much thereof
as may be necessary is appropriated from the General  Revenue
Fund  to  the  Illinois  Arts  Council  for grants to certain
public   radio   and   television   stations   and    related
administrative  expenses,  pursuant  to  the Public Radio and
Television Grant Act.

    Section 99.  Effective date.  This Act  takes  effect  on
July 1, 2003.
