    AN ACT concerning the Capital Development Board.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section  5.  The Capital Development Board Act is amended
by adding Section 10.09-5 as follows:

    (20 ILCS 3105/10.09-5 new)
    Sec. 10.09-5.  Standards for an energy  code.   To  adopt
rules,  by  January  1, 2004, implementing a statewide energy
code for the  construction  or  repair  of  State  facilities
described  in  Section 4.01.  The  energy code adopted by the
Board shall incorporate standards promulgated by the American
Society  of  Heating,  Refrigerating   and   Air-conditioning
Engineers,  Inc.,  (ASHRAE).   In  proposing rules, the Board
shall consult with the Department of Commerce  and  Community
Affairs.

    Section  99.  Effective date.  This Act takes effect upon
becoming law.
