    AN ACT concerning land.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. "An Act concerning land", approved August 25,
2009, Public Act 96-693, is amended by changing Section 85 as
follows:
 
    (P.A. 96-693, Sec. 85)
    Sec. 85. Upon the payment of the sum of $1,325.00 to the
State of Illinois, and subject to the conditions set forth in
Section 900 of this Act, the Secretary of the Department of
Transportation is authorized to convey by quitclaim deed all
right, title and interest in and to easement for highway
purposes acquired by the People of the State of Illinois is
released over and through the following described land in
Christian County, Illinois, to Todd Barstow and Bobbie Barstow:
 
Parcel No. 675X295
 
A part of the Southeast Quarter of Section 31, Township 14
North, Range 2 West, of the Third Principal Meridian, Christian
County, Illinois, more particularly described as follows:
 
Commencing at a found iron pin at the northwest corner of the
Southeast Quarter of said Section 31; thence along the west
line of said Southeast Quarter, South 01 degree 10 minutes 11
seconds East, 511.46 feet to the intersection of old FA 75(IL
29) centerline at Station 722+08.62; thence along said
centerline on a curve to the right with a radius of 41087.11
feet and a chord bearing South 35 degrees 09 minutes 35 seconds
East, 134.13 feet: thence continuing on said centerline South
35 degrees 03 minutes 59 seconds East, 810.91 feet: thence
South 54 degrees 56 minutes 01 second West, 99.33 feet to the
northeasterly former railroad right of way line, also being the
southwesterly line of the previously vacated alley to the Point
of Beginning; thence North 88 degrees 56 minutes 24 seconds
East, 9.65 feet to the centerline of said vacated alley; thence
along said centerline, South 35 degrees 03 minutes 35 seconds
East, 199.02 feet to the north right of way line of vacated
Fourth Street; thence along said right of way line, South 88
degrees 59 minutes 45 seconds West, 9.66 feet to a found pin on
the northeasterly former railroad right of way line, thence
along said right of way line, South 35 degrees 03 minutes 35
seconds East, 39.20 feet to a found iron pin; thence South 88
degrees 57 minutes 20 seconds West, 60.32 feet to the
centerline of the former railroad right of way, thence along
said centerline, North 35 degrees 05 minutes 14 seconds West,
238.27 feet, thence North 88 degrees 56 minutes 24 seconds
East, 60.31 feet to the Point of Beginning, containing 0.310
acres, more or less, of which 0.037 acres, more or less, are in
the vacated alley.

    Section 10. Upon the payment of the sum of $4,000.00 to the
State of Illinois, and subject to the conditions set forth in
Section 900 of this Act, the Secretary of the Department of
Transportation is authorized to convey by quitclaim deed the
rights or easement of access, crossing, light, air and view
from, to and over the following described land and FA Route 17
subject to permit requirements of the State of Illinois,
Department of Transportation in Carroll County, Illinois, to
Evelyn A. Colehour.
 
Parcel No. 2XCA094
 
A part of the Southwest Quarter of Section 7, Township 24
North, Range 5 East of the Fourth Principal Meridian, Carroll
County, State of Illinois, described as follows:
 
Commencing at a found brass monument at the northwest corner of
said Southwest Quarter of Section 7; thence North 88 degrees 34
minutes 31 seconds East (Bearings and grid distances are
referenced to the Illinois State Plane Coordinate System West
Zone Datum of 1983 (97 Adjustment), 654.01 feet on the north
line of said Southwest Quarter to the west line of Block 2 in
Master's Addition, the plat of said Addition being recorded
June 28, 1862 in Book S at Page 630 in the Carroll County
Recorder of Deeds Office; thence South 1 degree 11 minutes 24
seconds East, 142.50 feet on said west line of Block 2 to the
Point of Beginning.
 
From the Point of Beginning thence North 88 degrees 58 minutes
21 seconds East, 26.80 feet to the existing Access Control
right of way line for a public roadway designated FA Route 17
(US 52/IL 64); thence South 0 degrees 34 minutes 20 seconds
East, 35.00 feet on said right of way line; thence South 88
degrees 58 minutes 21 seconds West, 26.42 feet to the west line
of said Block 2 in Master's Addition; thence North 1 degree 11
minutes 24 seconds West, 35.00 feet, to the Point of Beginning,
containing 931 square feet, more or less.
 
    Section 15. Upon the payment of the sum of $2,450.00 to the
State of Illinois, and subject to the conditions set forth in
Section 900 of this Act, the easement for highway purposes
acquired by the People of the State of Illinois is released
over and through the following described land in Morgan County,
Illinois:

A part of the Southeast Quarter of the Northwest Quarter of
Section 8, Township 15 North, Range 11 West of the Third
Principal Meridian, Morgan County, Illinois, described as
follows:
 
Commencing at the northwest corner of said Section 8; thence
along the north line of said Section 8, South 89 degrees 13
minutes 17 seconds East, 1310.52 feet to the northwest corner
of the East Half of the Northwest Quarter of said Section 8;
thence along the west line of said East Half, South 00 degrees
27 minutes 57 seconds West, 1780.24 feet to a point on the
northerly existing right of way line of the old original IL
Rte. 104, said point being the Point of Beginning; thence along
said northerly right of way line, South 32 degrees 30 minutes
50 seconds East, 162.65 feet; thence continuing along said
right of way, South 25 degrees 01 minute 05 seconds East,
191.64 feet; thence continuing along said right of way line,
South 32 degrees 30 minutes 49 seconds East, 392.70 feet;
thence continuing along said right of way line southeasterly
along a curve to the left having a radius of 1001.80 feet, an
arc distance of 328.00 feet with a chord bearing of South 41
degrees 53 minutes 36 seconds East, 326.53 feet to the south
line of said Northwest Quarter of Section 8; thence along said
south line, North 89 degrees 18 minutes 49 seconds West, 130.08
feet to the southerly existing right of way line of the old
original IL Rte. 104; thence along said southerly existing
right of way line, northwesterly along a curve to the right
having a radius of 1096.80 feet, an arc distance of 253.22 feet
with a chord bearing North 39 degrees 11 minutes 19 seconds
West, 252.65 feet; thence continuing along said right of way,
North 31 degrees 01 minute 38 seconds West, 192.77 feet; thence
continuing along said right of way line, North 32 degrees 30
minutes 50 seconds West, 390.84 feet to a point on the
aforesaid west line of the East Half of the Northwest Quarter;
thence along said west line, North 00 degrees 27 minutes 57
seconds East, 192.90 feet to the Point of Beginning, containing
1.898 acre, more or less.
 
    Section 20. Upon the payment of the sum of $2,100.00 to the
State of Illinois, and subject to the conditions set forth in
Section 900 of this Act, the easement for highway purposes
acquired by the People of the State of Illinois is released
over and through the following described land in Pike County,
Illinois:

    A part of the Southwest Quarter of Section 16, Township 4
South, Range 8 West of the Fourth Principal Meridian, Pike
County, Illinois, described as follows:
 
    Commencing at the northwest corner of said Southwest
Quarter; thence along the north line of said Southwest Quarter,
South 87 degrees 53 minutes 51 seconds East, 1257.28 feet to a
point on the westerly existing right of way line of Old
Illinois Route 106; thence along said right of way line South
38 degrees 48 minutes 08 seconds East, 162.79 feet to the Point
of Beginning; thence South 73 degrees 40 minutes 44 seconds
East, 139.91 feet to a point on the easterly existing right of
way line of said Old Route 106; thence along said easterly
existing right of way line, South 38 degrees 48 minutes 08
seconds East, 989.79 feet; thence South 01 degree 15 minutes 27
seconds West, 124.31 feet to a point on the aforesaid westerly
existing right of way line; thence along said existing right of
way line, North 38 degrees 48 minutes 08 seconds West, 1199.72
feet to the Point of Beginning, containing 2.011 acres, more or
less.
 
    Section 25. Upon the payment of the sum of $4,275.00 to the
State of Illinois, and subject to the conditions set forth in
Section 900 of this Act, the easement for highway purposes
acquired by the People of the State of Illinois is released
over and through the following described land in Monroe County,
Illinois:
 
Parcel No. 800XB08
 
A tract of land being part of Tax Lot 2C of U.S. Survey 429,
Claim 1800 of Township 1 South, Range 10 West of the Third
Principal Meridian, Monroe County, Illinois as shown on page
100 of Surveyor's Official Plat Record "A" in the Recorder's
Office of Monroe County, IL and being more particularly
described as follows:
 
Commencing at the intersection of the southerly line of Tax Lot
2 of said U.S. Survey 429, Claim 1800 and the westerly
right-of-way line of the East St. Louis, Columbia and Waterloo
Railway; thence along said westerly right-of-way line on an
assumed bearing of North 19 degrees 17 minutes 42 seconds East,
a distance of 500.94 feet to the intersection of the southerly
line of said Tax Lot 2C and said westerly right-of-way line
also being the Point of Beginning, said point of beginning also
being the point of beginning of a parcel of land previously
conveyed to August L. & Gertrude A. Welsch by deed recorded in
Deed book 63, Page 246 in the Recorder's Office of Monroe
County, Illinois.
 
From said Point of Beginning; thence along the southerly line
of said Tax Lot 2C, North 66 degrees 19 minutes 56 seconds
West, a distance of 141.66 feet to a point on the easterly
right-of-way line of F.A.I. Route 270; thence along said
easterly right-of-way line, North 26 degrees 16 minutes 07
seconds East, a distance 222.00 feet to a point on the
northerly line of said Tax Lot 2C; thence along said northerly
line, South 66 degrees 19 minutes 56 seconds East, a distance
of 114.63 feet to a point on said westerly right-of-way line of
the East St. Louis, Columbia and Waterloo Railway; thence along
said westerly right-of-way line, South 19 degrees 17 minutes 42
seconds West, a distance of 222.42 feet to the Point of
Beginning.
 
Parcel No. 800XB08 herein described contains 0.652 acre or
28,419 square feet, more or less.
 
    Section 30. Upon the payment of the sum of $3,000.00 to the
State of Illinois, the rights or easement of access, crossing,
light, air and view from, to and over the following described
line and US Route 150 are restored subject to permit
requirements of the State of Illinois, Department of
Transportation:
 
Parcel No. 409427V
 
A part of the Southeast Quarter of the Southwest Quarter of
Section 14, Township 25 North, Range 3 West of the Third
Principal Meridian, Tazewell County, State of Illinois.
 
Commencing at a set P.K. Nail, said point being the south
corner of the Southwest Quarter of said Section 14 and being
recorded in the Tazewell County Recorder's office as Document
Number 09-24173, said point being 0.02 feet normally distant
northerly of the centerline of SBI Route 9 (US 150); thence
North 01 degree 43 minutes 51 seconds West along the east line
of the Southwest Quarter of said Section 14 a distance of 59.98
feet to a point being 60.00 feet normally distant northerly of
said centerline, said point being on the northerly existing
right of way and access control line of said centerline and the
Point of Beginning.
 
From the Point of Beginning, thence South 88 degrees 06 minutes
53 seconds West along said existing right of way and access
control line a distance of 1,306.58 feet to a point being 60.00
feet normally distant northerly of said centerline.
 
The above description lists 1,306.58 lineal feet of access
control that is being vacated.
 
    Section 900. The Secretary of Transportation shall obtain a
certified copy of the portion of this Act containing the title,
enacting clause, the effective date, the appropriate Section
containing the land description of the property to be
transferred or otherwise affected under this Act within 69 days
after its effective date and, upon receipt of payment required
by the Section, shall record the certified document in the
Recorder's Office in the county in which the land is located.
 
    Section 999. Effective date. This Act takes effect upon
becoming law.
