AN ACT concerning violence prevention.

Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 1. Short title. This Act may be cited as the | ||||
Violence Prevention Task Force Act. | ||||
Section 5. Violence Prevention Task Force; members. | ||||
(a) There is created the Violence Prevention Task Force | ||||
(hereinafter referred to as the Task Force) consisting of 6 | ||||
members appointed as follows: | ||||
(1) one member of the Senate appointed by the | ||||
President of the Senate; | ||||
(2) one member of the Senate appointed by the | ||||
Minority Leader of the Senate; | ||||
(3) one member of the House of Representatives | ||||
appointed by the Speaker of the House of | ||||
Representatives; | ||||
(4) one member of the House of Representatives | ||||
appointed by the Minority Leader of the House of | ||||
Representatives; and | ||||
(5) 2 members appointed by the Governor one of whom | ||||
shall be designated the chairperson by the Governor. | ||||
(b) The members of the Task Force shall serve without | ||||
compensation but shall be reimbursed for their reasonable and |
necessary expenses from funds appropriated for that purpose. | ||
(c) The Task Force may employ skilled experts with the | ||
approval of the chairperson, and shall receive the cooperation | ||
of those State agencies it deems appropriate to assist the Task | ||
Force in carrying out its duties. | ||
(d) The Illinois African American Family Commission, the | ||
Illinois Department of Public Health, and the Illinois Latino | ||
Family Commission shall provide administrative and other | ||
support to the Task Force. | ||
Section 10. Violence Prevention Task Force; duties. The | ||
Task Force shall have the following duties: | ||
(1) to increase awareness of resources, jobs, and | ||
opportunities to prevent violence in this State; | ||
(2) to assist violence prevention groups, religious | ||
institutions, social lodges, community groups, block clubs, | ||
and other groups in providing safe havens for children, youth, | ||
young adults, and seniors; | ||
(3) to create, develop, and implement recreational, | ||
social, and educational initiatives for at-risk youth; | ||
(4) to organize community mental health providers in | ||
at-risk communities; | ||
(5) to provide State resources to public schools to assist | ||
with behavioral health; and | ||
(6) to assist in providing jobs, resources, and | ||
opportunities for at-risk youth so as to prevent them from |
committing crimes.

Section 15. Report to the Governor and General Assembly. | ||
The Task Force shall report to the Governor and the General | ||
Assembly, by December 1 of each year, its activities for the | ||
previous year. | ||
Section 99. Effective date. This Act takes effect upon | ||
becoming law.
