    AN ACT concerning health.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Alzheimer's Disease Research Act is amended
by changing Sections 3 and 3.2 as follows:
 
    (410 ILCS 410/3)  (from Ch. 111 1/2, par. 6903)

    Sec. 3. (a) There is created the Alzheimer's Disease
Research Fund, a special fund in the State Treasury.
    (b) The Department of Public Health shall deposit any
donations received for the grant program created pursuant to
this Act in the Alzheimer's Disease Research Fund.
    (c) The General Assembly may appropriate monies in the
Alzheimer's Disease Research Fund to the Department of Public
Health for the purpose of awarding grants pursuant to this Act.

    Sec. 3. Alzheimer's Disease Research, Care, and Support
Fund.
    (a) There is created the Alzheimer's Disease Research,
Care, and Support Fund, a special fund in the State Treasury.
    (b) The Department of Public Health shall deposit any
donations received for the grant program created pursuant to
this Act in the Alzheimer's Disease Research, Care, and Support
Fund.
    (c) The General Assembly may appropriate moneys in the
Alzheimer's Disease Research, Care, and Support Fund to the
Department of Public Health for the purpose of complying with
the requirements under Section 3.2 4 of this Act.

    Sec. 3.2. Use of moneys in the Fund. Moneys in the
Alzheimer's Disease Research, Care, and Support Fund shall be
used by the Department of Public Health to cover costs
associated with this Act, including, but not limited to, the
following:
        (1) salary and benefits for the full-time position of
    Dementia Coordinator within the Department; and
        (2) other expenses contingent with the
    responsibilities of the Dementia Coordinator, including,
    but not limited to, travel and professional development
    opportunities; .
        (3) if funding is available after supporting
    activities under paragraphs (1) and (2), executing
    appropriate modules of the Behavioral Risk Factor
    Surveillance System and otherwise administering relevant
    data collection; and
        (4) if funding is available after supporting
    activities under paragraphs (1), (2), and (3),
    implementing recommendations outlined in the Alzheimer's
    Disease State Plan.

    Section 95. No acceleration or delay. Where this Act makes
changes in a statute that is represented in this Act by text
that is not yet or no longer in effect (for example, a Section
represented by multiple versions), the use of that text does
not accelerate or delay the taking effect of (i) the changes
made by this Act or (ii) provisions derived from any other
Public Act.
 
    Section 99. Effective date. This Act takes effect January
1, 2020.
