AN ACT making appropriations.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:

Section 1. The following named amounts, or so much
thereof as may be necessary, respectively, for the objects

Section 3. The sum of $972,300, or so much thereof as
may be necessary, is appropriated from the U.S. Environmental
Protection Fund to the Environmental Protection Agency for
pollution prevention activities.
Section 4. The sum of $275,000, or so much thereof as
may be necessary, is appropriated to the Environmental
Protection Agency from the EPA Special States Projects Trust
Fund for the purpose of funding the planning, administration,
and operation of environmental intern programs to be funded
by advance contributions.
Section 5. The sum of $500,000, or so much thereof as
may be necessary, is appropriated from the U.S. Environmental
Protection Fund to the Environmental Protection Agency for
all costs associated with the development and implementation
of Illinois Environmental Facts On-Line.
Section 6. The sum of $642,900, or so much thereof as
may be necessary, is appropriated from the U.S. Environmental
Protection Fund to the Environmental Protection Agency for
the purpose of administering the toxic and hazardous
materials program and the regulatory innovation program.
Section 7. The sum of $20,000, or so much thereof as may
be necessary, is appropriated from the Industrial Hygiene
Regulatory and Enforcement Fund to the Environmental
Protection Agency for the purpose of administering the
industrial hygiene licensing program.
Section 8. The sum of $230,700, or so much thereof as
may be necessary, is appropriated from the Environmental
Protection Permit and Inspection Fund to the Environmental
Protection Agency for development of environmental planning
activities.
Section 9. The amount of $2,995,000, or so much thereof
as may be necessary, is appropriated from the Environmental
Protection Trust Fund to the Environmental Protection Agency
for awards and grants as directed by the Environmental
Protection Trust Fund Commission.
Section 10. The following named amounts, or so much

Section 12. The sum of $120,000, or so much thereof as

Robbins Resource Recovery Incinerator, Robbins, Illinois, and
for expenses relating to clean air education.
Section 13. The sum of $87,300, or so much thereof as
may be necessary, is appropriated from the Environmental
Protection Trust Fund to the Environmental Protection Agency
for the purpose of funding an on-site monitor at the Robbins
Resource Recovery Incinerator, Robbins, Illinois.
Section 14. The named amounts, or so much thereof as may
be necessary, is appropriated from the Alternate Fuels Fund
to the Environmental Protection Agency for the purpose of
administering the Alternate Fuels Rebate Program and the
Ethanol Fuel Research Program:

Section 15. The sum of $150,000, or so much thereof as

as may be necessary, is appropriated from the Special State
Projects Trust Fund to the Environmental Protection Agency
for all costs associated with the Drive Green Illinois
initiative and other clean air public awareness programs.
LABORATORY SERVICES
Section 18. The named amounts, or so much thereof as may
be necessary, are appropriated from the Community Water
Supply Laboratory Fund to the Environmental Protection Agency
for the purpose of performing laboratory testing of samples
from community water supplies and for administrative costs of
the Agency and the Community Water Supply Testing Council.

Section 32. The sum of $100,000, or so much thereof as
may be necessary, is appropriated from the Hazardous Waste
Occupational Licensing Fund to the Environmental Protection
Agency for expenses related to the licensing of Hazardous
Waste Laborers and Crane and Hoisting Equipment Operators, as
mandated by Public Act 85-1195.
Section 33. The sum of $50,000, or so much thereof as
may be necessary, is appropriated from the Environmental
Protection Trust Fund to the Environmental Protection Agency
for oversight of site development at solid waste management
facilities in accordance with the purposes specified or
contributed funds.
Section 34. The named amount, or so much thereof as may
be necessary, are appropriated to the Environmental
Protection Agency for use in accordance with the Brownfields
Redevelopment program:

Section 35. The sum of $1,000,000, new appropriation, is
appropriated, and the sum of $5,000,000, or so much thereof

Public Act 92-538, as amended, is reappropriated from the
Brownfields Redevelopment Loans for local governments in
accordance with Section 58.15(A) of Environmental Protection
Act, including costs in prior years.
Section 36. The sum of $1,000,000, or so much thereof as
may be necessary and as remains unexpended at the close of
business on June 30, 2003, from appropriation and
reappropriations heretofore made in Article 68, Section 35 of
Public Act 92-538, as amended, is reappropriated from the
Brownfields Redevelopment Fund to the Environmental
Protection Agency for Brownfields Redevelopment Loans for
recipients other than local governments in accordance with
Section 58.15(A) of the Environmental Protection Act,
including costs in prior years.
Section 37. The sum of $3,000,000, or so much thereof as
may be necessary and as remains unexpended at the close of
business on June 30, 2003, from appropriation and
reappropriations heretofore made in Article 68, Section 35 of
Public Act 92-538, as amended, is reappropriated from the
Brownfields Redevelopment Fund to the Environmental
Protection Agency for financial assistance in accordance with
Section 58.3(5) of the Environmental Protection Act,
including costs in prior years.
Section 38. The sum of $1,000,000, new appropriation, is
appropriated, and the sum of $2,000,000, or so much thereof
as may be necessary and as remains unexpended at the close of
business on June 30, 2003, from appropriation and
reappropriations heretofore made in Article 68, Section 35 of
Public Act 92-538, as amended, is reappropriated from the
Brownfields Redevelopment Fund to the Environmental
Protection Agency for reimbursement of site restoration costs
in accordance with Section 58.15(B) of the Environmental
Protection Act, including costs in prior years.
Section 39. The sum of $3,000,000, new appropriation, is
appropriated, and the sum of $7,238,500, or so much thereof
as may be necessary and as remains unexpended at the close of
business on June 30, 2003, from appropriations and
reappropriations heretofore made in Article 68, Section 36 of
Public Act 92-538, as amended, is reappropriated from the
Brownfields Redevelopment Fund to the Environmental
Protection Agency for grants to local governments in
accordance with Section 58.13 of the Environmental Protection
Act.

Section 44. The sum of $3,243,000, or so much thereof as

reappropriated from the Conservation 2000 Fund to the
Environmental Protection Agency for financial assistance

Section 45. The amount of $6,423,600, or so much thereof
as may be necessary, is appropriated from the Clean Water
Fund to the Environmental Protection Agency for all costs
associated with clean water activities.

Section 47. The sum of $252,000,000, new appropriation,
is appropriated, and the sum of $409,230,900, or so much
thereof as may be necessary and as remains unexpended at the
close of business on June 30, 2003, from appropriations and
reappropriations heretofore made in Article 68, Section 43 of
Public Act 92-538, as amended, is reappropriated from the
Water Revolving Fund to the Environmental Protection Agency
for financial assistance to units of local government for
sewer systems and wastewater treatment facilities pursuant to
rules defining the Water Pollution Control Revolving Loan
program and for transfer of funds to establish reserve
accounts, construction accounts or any other necessary funds
or accounts in order to implement a leveraged loan program.
Section 48. The sum of $98,000,000, new appropriation,
is appropriated, and the sum of $170,844,700, or so much
thereof as may be necessary and as remains unexpended at the
close of business on June 30, 2003, from appropriations and
reappropriations heretofore made in Article 68, Section 44 of
Public Act 92-538, as amended, is reappropriated from the
Water Revolving Fund to the Environmental Protection Agency
for financial assistance to units of local government and
privately owned community water supplies for drinking water
infrastructure projects pursuant to the Safe Drinking Water
Act, as amended, and for transfer of funds to establish
reserve accounts, construction accounts or any other
necessary funds or accounts in order to implement a leveraged
program.
Section 49. The sum of $19,000,000, new appropriation,
is appropriated, and the sum of $34,600,000, or so much
thereof as may be necessary and as remains unexpended at the
close of business on June 30, 2003, from appropriations and
reappropriations heretofore made for such purpose in Article
68, Section 45 of Public Act 92-538, as amended, is
reappropriated from the Anti-Pollution Fund to the
Environmental Protection Agency for deposit into the Water
Revolving Fund.
Section 50. The sum of $5,848,400, or so much thereof as
may be necessary and as remains unexpended at the close of
business on June 30, 2003, from a reappropriation heretofore
made in Article 68, Section 46 of Public Act 92-538, as
amended, is reappropriated from the Anti-Pollution Fund to
the Environmental Protection Agency for grants to units of
local government for wastewater facilities, pursuant to
provisions of the "Anti-Pollution Bond Act."
Section 51. The sum of $200,000, or so much thereof as
may be necessary and as remains unexpended at the close of
business on June 30, 2003, from a reappropriation heretofore
made in Article 68, Section 47 of Public Act 92-538, as
amended, is reappropriated from the Capital Development Fund
to the Environmental Protection Agency for a grant to the
Village of Green Oaks to rehabilitate and upgrade the sewer
system.
Section 52. The sum of $70,000, or so much thereof as
may be necessary and as remains unexpended at the close of
business on June 30, 2003, from a reappropriation heretofore
made in Article 68, Section 48 of Public Act 92-538, as
amended, is reappropriated from the Capital Development Fund
to the Environmental Protection Agency for a grant to Crete
Township for construction of a new sewer system.
Section 53. The amount of $600,000, or so much thereof
as may be necessary, and remains unexpended at the close of
business on June 30, 2003, from reappropriations heretofore
made in Article 68, Section 50 of Public Act 92-538, as
amended, is reappropriated from the Fund for Illinois'
Future to the Environmental Protection Agency for a grant to
the City of Centralia for the purpose of all costs associated
with Texaco water pipeline improvements and/or additions.
Section 54. The sum of $475,000, or so much thereof as
may be necessary, and as remains unexpended at the close of
business on June 30, 2003 from reappropriations heretofore
made in Article 68, Section 51 of Public Act 92-538, as
amended, is reappropriated from the Fund for Illinois' Future
to the Environmental Protection Agency for grants to units of
local government, educational facilities, and not-for-profit
organizations for infrastructure improvements including, but
not limited to, planning, construction, reconstruction,
renovation, equipment, utilities and vehicles.
Section 55. The sum of $1,000,000, or so much thereof as
may be necessary, and as remains unexpended at the close of
business on June 30, 2003 from appropriations heretofore made
in Article 68, Section 52 of Public Act 92-538, as amended,
is reappropriated from the Water Revolving Fund to the
Environmental Protection Agency for all costs associated with
providing assistance to public water supplies for wellhead
protection, capacity development and technical assistance.
Section 56. The sum of $750,000, or so much thereof as
may be necessary, is appropriated from the Special State
Projects Trust Fund to the Environmental Protection Agency
for all costs associated with environmental studies and
activities.
Section 57. The following named amounts, or so much
thereof as may be necessary, respectively, are appropriated
to the Environmental Protection Agency for the objects and
purposes hereinafter named, to meet the ordinary and
contingent expenses of the Pollution Control Board Division.

Section 58. The amount of $40,000, or so much thereof as

Section 99. Effective date. This Act takes effect on
July 1, 2003.
