AN ACT concerning regulation.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 1. Short title. This Act may be cited as the Equal | ||||
Economic Opportunity Task Force Act. | ||||
Section 5. The Equal Economic Opportunity Task Force. | ||||
(a) There is hereby created the Equal Economic Opportunity | ||||
Task Force. | ||||
(b) The task force shall consist of the following members: | ||||
(1) Four members of the General Assembly, appointed one | ||||
each by the President of the Senate, the Minority Leader of | ||||
the Senate, the Speaker of the House of Representatives, | ||||
and the Minority Leader of the House of Representatives; | ||||
(2) The Governor, or his or her designee; | ||||
(3) The Director of Commerce and Economic Opportunity | ||||
or his or her designee; | ||||
(4) The Secretary of Human Services, or his or her | ||||
designee; | ||||
(5) The Attorney General of the State of Illinois, or | ||||
his or her designee; and | ||||
(6) Two members from entities representing the | ||||
interests of the retail and banking industries in this | ||||
State appointed by the Governor. |
(c) The Director of Commerce and Economic Opportunity, or | ||
his or her designee, shall serve as chairperson of the task | ||
force, and the Department of Commerce and Economic Opportunity | ||
shall provide technical support and assistance to the task | ||
force and shall be responsible for administering its operations | ||
and ensuring that the requirements of this Act are met. | ||
(d) The task force may consult with any persons or entities | ||
it deems necessary to carry out its purposes. | ||
(e) Members of the task force shall be appointed no later | ||
than 90 days after the effective date of this Act. The members | ||
of the task force shall receive no compensation for serving as | ||
members of the task force. | ||
(f) The task force shall examine: (1) barriers to economic | ||
opportunity in economically depressed communities; (2) issues | ||
discouraging local investment and business development; (3) | ||
local community concerns; and (4) current economic conditions, | ||
and shall establish a comprehensive economic development | ||
policy for small, medium, and large businesses. The task force | ||
shall give members of the public the opportunity to provide | ||
input during the task force's examinations. | ||
(g) The task force shall prepare a report summarizing the | ||
findings of the examinations undertaken pursuant to subsection | ||
(f) and shall provide recommendations as to whether further | ||
legislation is needed to address the problems identified by the | ||
task force. The report shall be submitted to the General | ||
Assembly on or before January 1, 2017.

Section 10. Expiration. This Act is repealed on January 1, | ||
2018.
