AN ACT in relation to privacy.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 1. Short title. This Act may be cited as the
Advisory Commission on Internet Privacy Act.
Section 5. Advisory Commission on Internet Privacy
established. The Advisory Commission on Internet Privacy,
consisting of 17 members, is established. The members shall
be appointed as follows: 2 each by the Speaker of the House
of Representatives, the House Minority Leader, the Senate
President, and the Senate Minority Leader; and 9 by the
Governor. The Governor's appointees shall include both
professionals in the area of computer and Internet technology
and laypersons. The members of the Commission shall select a
chairperson. Members of the Commission shall receive no
compensation but shall be reimbursed for necessary expenses
incurred in the performance of their duties.
Section 10. Duties. The Advisory Commission's duties
shall include:
(i) investigating the extent to which online consumer
privacy should be protected;
(ii) discussing limits on disclosure by Internet service
providers and online services of personally identifiable
information; and
(iii) investigating ways to protect expectations of
privacy in light of technological developments.
Section 15. Final report. The Advisory Commission must
submit a final report to the Governor and the General
Assembly on or before January 1, 1999.
Section 90. Repeal. This Act is repealed on July 1,
1999.
Section 99. Effective date. This Act takes effect upon
becoming law.
