    AN ACT concerning property.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section 5.  Upon the payment of the sum of $750.00 to the
State  of  Illinois,  the  rights  or  easements  of  access,
crossing, light, air and view from, to and over the following
described land and FA Route 12 are restored subject to permit
requirements   of   the  State  of  Illinois,  Department  of
Transportation:

Parcel No. 5X32332

    The rights of easements of access, crossing,  light,  air
    and  view  to, from and over the north line (Point "E" to
    Point "F") of the following described land  from  and  to
    F.A.  Route  12  (U.S.  Route 40) are restored subject to
    permit requirements of the State of Illinois,  Department
    of Transportation:

    Part  of  the Southeast Quarter of Section 22 and part of
    the Northeast Quarter of the Northeast Quarter of Section
    27, situated in Township 11 North, Range 12 West  of  the
    Second  Principal  Meridian,  Clark  County, Illinois, as
    described in a Dedication of Right of Way for  a  Freeway
    recorded  in  R.O.W. Book 4, Page 280 in the Clark County
    Recorder's Office, described as follows:

    From the northeast corner of  said  Section  27,  measure
    north  555.7 feet to the point of beginning "A". From the
    point of beginning "A"  measure  southwesterly  around  a
    curve  to  the  right  having a radius of 8013.1 feet and
    tangent at "A" to a line  bearing  South  46  degrees  15
    minutes  West, 1563 feet to point "B"; thence north 362.4
    feet to point "C"; thence westerly 103 feet to point "D";
    thence north 48 feet to point "E";  thence  northeasterly
    around a curve to the left having a radius of 7613.1 feet
    and  tangent at "E" to a line bearing North 56 degrees 24
    minutes East, 1737 feet to point "F"; thence south  567.7
    feet to the point of beginning "A".

    Section  10.   Upon  the payment of the sum of $125.00 to
the State of Illinois,  the  easement  for  highway  purposes
acquired  by  the People of the State of Illinois is released
over and through the following described land  in  Montgomery
County, Illinois:

    Part  of  the  Southeast  Quarter (SE 1/4) of Section 29,
    Township 9 North, Range 5 West  of  the  Third  Principal
    Meridian,   Montgomery   County,   Illinois,  being  more
    particularly described as follows:

    Commencing at  the  Southeast  corner  of  the  Southeast
    Quarter  (SE  1/4)  of  said  Section 29; thence North 00
    degrees 21 minutes 04 seconds West along the East line of
    said Southeast Quarter (SE 1/4)  a  distance  of  1350.52
    feet to the Northeast corner of the Southeast Quarter (SE
    1/4)  of  the  Southeast Quarter (SE 1/4) of said Section
    29; thence North 88 degrees 49 minutes 51 seconds West  a
    distance  of  97.46  feet;  thence  South  00  degrees 20
    minutes 20 seconds West  a  distance  135.56  feet  to  a
    point, said point being the true point of beginning:

    Section 15.  Upon the payment of the sum  of  $925.00  to
the  State  of  Illinois,  the  easement for highway purposes
acquired by the People of the State of Illinois  is  released
over  and  through  the  following described land in Sangamon
County, Illinois:

    Part of the northwest quarter of Section 19, Township  15
    North,  Range  5  West  of  the  3rd  Principal Meridian,
    Sangamon County, Illinois, described as follows:

    Beginning at a stone at the Northwest Corner  of  Section
    19,  Township 15 North, Range 5 West of the 3rd Principal
    Meridian, Sangamon  County,  Illinois,  thence  South  32
    degrees  45  minutes  17  seconds East 919.37 feet to the
    south right of way line of Ramp "B"  between  F.A.  Route
    196 and F.A. Route 68; thence North 36 degrees 47 minutes
    03  seconds East 128.03 feet along said right of way line
    to the true point of beginning: thence South  34  degrees
    09  minutes  10 seconds East 165.00 feet; thence North 55
    degrees 50 minutes 50 seconds  East  50.00  feet;  thence
    North  34  degrees 09 minutes 10 seconds West 182.28 feet
    to the aforementioned right of way line; thence South  36
    degrees  47  minutes  03 seconds West 52.90 feet, more or

    The  land as described above contains 0.199 acre, more or
    less.

    It is understood and agreed that  there  is  no  existing
    right  of  access  nor  will  access  be permitted in the
    future  by  the  State   of   Illinois,   Department   of
    Transportation, from or over the premises above described
    to  and  from  the  FAI  Route 72 access ramp, previously
    declared a freeway.

    Section 20.  Upon the payment of the sum of $3,300.00  to
the  State  of  Illinois,  the Secretary of the Department of
Transportation is authorized to convey by quitclaim deed  all
right,  title  and interest in and to the following described
land in Sangamon County, Illinois,  to  Sheryl  E.  Mack  and
Richard M. Mack:

    Part  of the Northeast Quarter of Section 21, Township 15
    North, Range 5 West  of  the  Third  Principal  Meridian,
    Sangamon County, Illinois, described as follows:

    Commencing  at  the  Northwest  corner  of  the northeast
    quarter of the northeast  quarter  of  said  Section  21;
    thence  South 88 degrees 20 minutes West 1.80 feet to the
    centerline of 2nd  Street;  thence  South  0  degrees  45
    minutes  East  along  the centerline of 2nd Street 520.00
    feet; thence North 88 degrees 20 minutes East 61.00  feet
    to  the  point of beginning. From said point of beginning

acquired  by  the People of the State of Illinois is released
over and through the following  described  land  in  Macoupin
County, Illinois:

    Part  of  the  Southwest  Quarter (SW 1/4) of Section 22,
    Township 7 North, Range 6 West  of  the  Third  Principal
    Meridian,   Macoupin   County,   Illinois,   being   more
    particularly described as follows:

    Commencing  at  the  Northeast  corner  of  the Southwest
    Quarter (SW 1/4) of said  Section  22;  thence  South  89
    degrees  32  minutes 35 seconds West along the North line
    of said Southwest Quarter (SW 1/4) a distance of  1305.75
    feet  to  a point on the centerline of U. S. Route 66 (FA
    Route 5); Thence continuing South 89 degrees  32  minutes
    35  seconds  West  along the North line of said Southwest
    Quarter (SW 1/4) a distance of 99 feet to a point on  the
    West  right-of-way  line  of U. S. Route 66 (FA Route 5),

    North, Range 4 West of the Third Principal  Meridian,  in
    the  County  of Woodford and State of Illinois, described
    in detail as follows:

    Beginning at the southeast corner of Lot 2 in Block 28 in
    the Original Town, now Village of Spring Bay, as shown on
    a plat recorded in Transcript Book 2 on Page 102  in  the
    Office  of the Recorder of Deeds of Woodford County, said
    corner being 75.54 feet  radially  distant  northwesterly
    from  the  centerline of Federal Aid Secondary Route 2370
    (Illinois Marked Route 26); thence North  51  Degrees  26
    Minutes   11  Seconds  East  (Bearings  are  assumed  for
    descriptive purposes only), 102.34 feet  along  the  east
    line of said Lot 2 and the existing westerly right of way
    line  of  said  Route 2370 to a point 50.00 feet radially

subject  to  permit  requirements  of  the State of Illinois,
Department of Transportation:

    27  North, Range 1 West, of the Third Principal Meridian,
    Woodford County, more particularly described  as  follows
    and the bearings are for the purpose of description only:
    Commencing  at  the  northwest corner of said Section 19;
    thence South 00 degrees 08 minutes East 70.0  feet  along
    the  west  line  of the Northwest Quarter of said Section
    19; thence North 88 degrees 02 minutes East 170  feet  to
    the  Point  Of Beginning of the Release Of Access Control

    said  point  being  70  feet  right of Centerline Station

the State of Illinois, the easement for highway purposes,  or
other rights, acquired by the People of the State of Illinois
are released over and through the following described land in

    A  part of the Southwest Quarter of the Southwest Quarter
    of Section 35, Township 23 North, Range  5  West  of  the
    Third  Principal  Meridian,  Tazewell  County,  State  of
    Illinois, described as follows:

    Commencing  at  the  northwest corner of said Section 35;
    thence South 89  Degrees  04  Minutes  00  Seconds  West,
    1,875.10  feet  to  a point on the existing centerline of
    S.B.I.  Route  24  (Illinois  Marked  Route  29);  thence
    continuing along said  centerline  South  24  Degrees  59
    Minutes  00  Seconds  East,  4,078.00  feet; thence South
    southeasterly along the said centerline on a curve to the
    right having a radius  of  4,775.00  feet,  a  length  of
    1,611.82  feet, a long chord of 1,604.18 feet and bearing

    Section  45.  Upon the payment of the sum of $7,000.00 to
the State of Illinois, the rights  or  easements  of  access,
crossing, light, air and view from, to and over the following
described  parcel are restored subject to permit requirements
of the State of Illinois, Department of Transportation:

    Complete access to be restored North of a  point  located
150'  Northerly  of  the centerline of the Westbound lanes of
F.A.  14  (Illinois  Route  13)  at  station  520+36  to  the
following described real estate:

    All that portion of the East Six Hundred and Forty  (640)
    feet  of  the  Northeast Fourth (NE 1/4) of the Northeast
    Quarter (NE 1/4) of Section Fourteen (14), Township  Nine
    (9)  South,  Range  One  (1)  East of the Third Principal
    Meridian, that lies North of the North right-of-way  line
    of  State  Bond  Issue  Route 13, also known as State Aid
    Route 8, as the same is now surveyed and  located  across
    the  above described forty acre tract, LESS THE FOLLOWING
    DESCRIBED PARCEL:  Located in all  that  portion  of  the
    East  640  feet of the Northeast Quarter of the Northeast
    Quarter of Section 14, Township 9 South, Range 1 East  of
    the  Third  Principal  Meridian,  that  lies North of the
    North right-of-way line of State Bond Issue Route 13,  as
    the  same  is  now  surveyed and located across the above

    will only be allowed to the frontage road that intersects
    the  freeway  at  Station  520+66  at  a  point  186  ft.
    northerly of  the  centerline  of  the  westbound  lanes,
    directly  opposite the existing frontage road to the east
    that parallels Illinois Route 13.

    Section 50.  Upon the payment of the sum  of  $200.00  to
the  State  of  Illinois,  the rights or easements of access,
crossing, light, air and view from, to and over the following
described land and FA Route 12 (US 40) are  restored  subject
to  permit  requirements of the State of Illinois, Department
of Transportation:

    Direct access to FA Route 12 (marked U.S. Route 40) shall
    be restored to 319.52 feet of a tract  of  land  abutting
    the  southerly  right  of way line of said highway in the
    Southeast Quarter of the Southwest Quarter of Section 11,
    Township 3 North, Range 7 West  of  the  Third  Principal
    Meridian,    Madison   County,   Illinois,   being   more
    particularly described as follows:

    Beginning at a rerod found at  the  Southwest  Corner  of
    said  Southeast  Quarter of the Southwest Quarter; thence
    North 00 degrees 04 minutes 04  seconds  East  along  the
    west  line  of  said  Southeast  Quarter of the Southwest
    Quarter, 222.90 feet; thence South 89 degrees 48  minutes
    51  seconds East along the southerly right of way line of
    FA Route 12 (marked U.S. Route 40), a distance of  319.52
    feet; thence South 00 degrees 04 minutes 04 seconds West,
    239.82  feet  to  a  point  on  the  south  line  of said
    Southeast Quarter of the Southwest Quarter; thence  North
    86  degrees  47  minutes 00 seconds West along said south
    line of the Southeast Quarter of the  Southwest  Quarter,
    320.00 feet to the Point of Beginning.

    Parcel  800XA02  herein  described  contains  1.700  acre
    [73,900 sq. ft.].

    Basis  of  bearing  is  based  on  the  south line of the
    Southeast Quarter of the Southwest Quarter of Section 11,
    having a bearing  of  South  89  degrees  47  minutes  00
    seconds  East,  as per deed to Richard M. Zajac dated May
    12, 1973 recorded in Book 2910, Page 504.

    Section 55.  Upon the payment of the sum of $1,035.00  to
the  State  of  Illinois,  the  easement for highway purposes
acquired by the People of the State of Illinois  is  released
over  and  through  the  following  described land in Calhoun
County, Illinois:

    A tract of land in the Southwest Quarter of  Section  14,
    Township  10  South, Range 2 West of the Fourth Principal
    Meridian,  Calhoun  County,  Illinois,  and  being   more
    particularly described as follows:

    Commencing  at  a  found stone at the Northwest Corner of
    the Southwest Quarter of said Section 14; thence South 88
    degrees 09 minutes 12 seconds East along the  north  line
    of  said  Quarter  Section, 1,616.78 feet to the Point of
    Beginning.

    From said Point of Beginning; thence continuing South  88
    degrees 09 minutes 12 seconds East along said north line,
    45.61 feet; thence South 07 degrees 33 minutes 08 seconds
    East,  664.16 feet; thence South 82 degrees 26 minutes 52
    seconds West, 45.00 feet;  thence  North  07  degrees  33
    minutes  08  seconds  West,  671.61  feet to the Point of
    Beginning.

    Parcel  800X998  herein  described  contains  0.69   acre
    [30,056 sq. ft.].

    Section  60.  Upon the payment of the sum of $7,200.00 to
the State of Illinois,  the  easement  for  highway  purposes
acquired  by  the People of the State of Illinois is released
over and through the following described land in Lake County,
Illinois:

    That part of the North 130 feet of the West  2  acres  of
    the  South  417.5  feet  of  the Northwest Quarter of the
    Northeast Quarter of Section 22, Township 45 North, Range
    9 East of the Third Principal Meridian, in  Lake  County,
    Illinois, described as follows:
    Commencing  at  the  southwest  corner  of  the Northwest
    Quarter of the Northeast  Quarter  of  said  Section  22;
    thence  on  an  assumed  bearing  of  North  0 degrees 06
    minutes 59 seconds  West  along  the  west  line  of  the
    Northwest  Quarter  of  the  Northeast  Quarter  of  said
    Section  22  a  distance  of 417.50 feet to the northwest
    corner of the South 417.50 feet of the Northwest  Quarter
    of the Northeast Quarter of said Section 22; thence South
    89  degrees  49  minutes  32 seconds East along the north
    line of the South 417.50 feet of the Northwest Quarter of
    the Northeast Quarter of said Section 22  a  distance  of
    71.52 feet to an easterly right of way line of U.S. Route
    12  as  Condemned  by the Circuit Court of Lake County by

    will be permitted in the future by the State of Illinois,
    Department of Transportation, from or over the line below
    described to and from FAP Route 334  (US  12  -  IL  59),
    previously declared a freeway:

    That  part  of  the North 130 feet of the West 2 acres of
    the South 417.50 feet of the  Northwest  Quarter  of  the
    Northeast Quarter of Section 22, Township 45 North, Range
    9  East  of the Third Principal Meridian, in Lake County,
    Illinois, described as follows:

    Commencing at  the  southwest  corner  of  the  Northwest
    Quarter  of  the  Northeast  Quarter  of said Section 22;
    thence on an  assumed  bearing  of  North  0  degrees  06
    minutes  59  seconds  West  along  the  west  line of the
    Northwest  Quarter  of  the  Northeast  Quarter  of  said
    Section 22 a distance of 417.50  feet  to  the  northwest
    corner  of the South 417.50 feet of the Northwest Quarter
    of the Northeast Quarter of said Section 22; thence South
    89 degrees 49 minutes 32 seconds  East  along  the  north

    North  89 degrees 22 minutes 12 seconds West along a line
    lying  75  feet  northerly  of  and  parallel  with   the
    centerline  of Broadway Street, a distance of 202.91 feet

    Section 205.  The Historic  Preservation  Agency  Act  is
amended by changing Section 6 as follows:

    Section  210.  The  Historic  Preservation  Agency Act is
amended by repealing Section 15.1.

    Section  900.  The  Secretary  of  Transportation   shall
obtain   a  certified  copy  of  the  portions  of  this  Act
containing the title,  the  enacting  clause,  the  effective
date, the appropriate Section or Sections containing the land
descriptions  of  property  to  be  transferred  or otherwise
affected, and this Section within 60 days after its effective
date and, upon receipt of payment required by the Section  or
Sections,  if  any  payment  is  required,  shall  record the
certified document in the Recorder's Office in the county  in
which the land is located.
    Section  970.  The  Director of the Department of Natural
Resources, on behalf of the State of Illinois, is  authorized
to  execute and deliver to the Village of Ramsey, an Illinois
unit of local government, of the County of Fayette, State  of
Illinois,  for  and  in consideration of $1.00 and other good
and valuable consideration paid to said  Department,  a  Quit
Claim Deed to the following described real property, to wit:
    A  right-of-way to Illinois Central Railroad Company over
    and through the West Half of the Northeast  Quarter,  the

    The  conveyance  of  real  property  authorized  by  this
Section shall be  made  subject  to  a  restrictive  covenant
barring  the  use  of  such  real property for the storage or
disposal  of  trash,  debris,   junk,   equipment,   building
materials,   construction   materials,  or  road  maintenance
materials, said restrictive covenant to run with the land.
    The  Director  of  Natural  Resources  shall   obtain   a
certified  copy  of  the  portions of this Act containing the
title, the enacting clause,  the  effective  date,  and  this
Section within 60 days after its effective date, and upon the
receipt of the payment required by this Section, shall record
the  certified  document  in the Recorder's Office in Fayette
County.

    Section 975. The Director of the  Department  of  Natural
Resources,  on behalf of the State of Illinois, is authorized
to execute and deliver to Libman Equipment  Partnership,  for
and  in consideration of $32,300.00 paid to the Department, a
quitclaim deed to  the  following  described  real  property,
provided that Grantee pays all title and closing costs:
