    AN  ACT  to  amend  the  Metropolitan  Water  Reclamation
District Act by changing Section 11-17  and   adding  Section
273.

    Be  it  enacted  by  the People of the State of Illinois,
represented in the General Assembly:

    Section 5.  The Metropolitan Water  Reclamation  District
Act  is  amended by changing Section 11-17 and adding Section
273 as follows:

    (70 ILCS 2605/11.17) (from Ch. 42, par. 331.17)
    Sec. 11.17. Powers of purchasing agent.   The  purchasing
agent  shall:  (a)  adopt,  promulgate  and from time to time
revise rules and regulations for the proper  conduct  of  his
office;  (b) constitute the agent of the sanitary district in
contracting for labor,  materials,  services,  or  work,  the
purchase,  lease  or  sale  of  personal property, materials,
equipment or supplies in conformity with this Act;  (c)  open
all   sealed  bids;  (d)  determine  the  lowest  or  highest
responsible bidder, as the case may be; (e)  enforce  written
specifications  describing  standards established pursuant to
this Act; (f) operate or require such physical,  chemical  or
other  tests as may be necessary to insure conformity to such
specifications with respect  to  quality  of  materials;  (g)
exercise  or  require  such  control  as  may be necessary to
insure conformity to  contract  provisions  with  respect  to
quantity;  (h)  distribute or cause to be distributed, to the
various requisitioning agencies  of  such  sanitary  district
such supplies, materials or equipment, as may be purchased by
him;  (i)  transfer  materials, supplies, and equipment to or
between the various requisitioning agencies and to trade  in,
sell,  donate, or dispose of any such materials, supplies, or
equipment that as may become surplus, obsolete, or  unusable;
except that materials, supplies, and equipment may be donated
only to not-for-profit institutions; (j) control and maintain
adequate  inventories  and inventory records of all stocks of
materials, supplies and equipment of common  usage  contained
in any central or principal storeroom, stockyard or warehouse
of  the sanitary district; (k) assume such related activities
as may be assigned to him from time to time by the  board  of
trustees;  and  (m) submit to the board of trustees an annual
report describing the activities of his  office.  The  report
shall  be  placed  upon  the official records of the sanitary
district or given comparable public distribution.

    Sec. 273.  District enlarged.  Upon the effective date of
this amendatory Act of 1998,  the  corporate  limits  of  the
Metropolitan  Water  Reclamation  District  are  extended  to
include within those limits the following described tracts of
land that are annexed to the District:

THE  SOUTH  HALF  OF  SECTION 30, TOWNSHIP 35 NORTH, RANGE 13
EAST  OF  THE  THIRD  PRINCIPAL  MERIDIAN,  IN  COOK  COUNTY,
ILLINOIS;

AND

SECTION 31, TOWNSHIP 35 NORTH, RANGE 13  EAST  OF  THE  THIRD
PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS.

    Section  99.  Effective  date. This Act takes effect upon
becoming law.
