AN ACT to amend the Illinois Violence Prevention Act of
1995 by adding Section 25.
WHEREAS, The Children of Illinois should be learning in
school environments that are safe and free of harm or threat
of harm; and
WHEREAS, Schools are responsible for creating safe
learning environments for children; and
WHEREAS, Schools can play an essential role in preventing
and intervening to stop violence in the lives of children;
and
WHEREAS, Many schools need resources to implement safety
and violence prevention measures; therefore
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Violence Prevention Act of 1995
is amended by adding Section 25 as follows:

Sec. 25. Safe to Learn Program.
(a) The Authority shall establish and administer a grant
program to be known as the Safe to Learn Program. Funds
appropriated to the Authority for this program shall be used
to support and fund school-based safety and violence
prevention programs that address any or all of the following
components:
(1) Building security, including but not limited to
portable metal detectors.
(2) Violence prevention and intervention.
(3) Crisis management.
(4) Training of teachers and other school
personnel.
(b) Ten percent of any funds appropriated for this
program may be used by the Authority to provide technical
assistance and program support. Five percent of any funds
appropriated for this program may be used by the Authority
for administration of this program. Up to $500,000 of any
funds appropriated for this program may be used by the
Authority for each of 3 years to conduct a demonstration and
evaluation of a comprehensive prekindergarten through 12th
grade school-based violence prevention program in 3 pilot
sites in this State. The Authority shall distribute any
remaining funds appropriated for this program to school
districts in the form of grants, subject to criteria and
procedures developed by the Authority.
(c) This Section is repealed on July 1, 2002.
Section 99. Effective date. This Act takes effect July
1, 1999.
