AN ACT concerning the Secretary of State.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 3. The Electronic Commerce Security Act is
amended by adding Article 27 as follows:

ARTICLE 27. ELECTRONIC COMMERCE SECURITY CERTIFICATION FUND

Sec. 27-5. Electronic Commerce Security Certification
Fund. Fees collected by the Secretary of State under Section
15-115 of this Act must be deposited into the Electronic
Commerce Security Certification Fund, a special fund created
in the State treasury. Subject to appropriation, moneys in
the Fund shall be used by the Secretary of State for the
administration of this Act.
Section 5. The Secretary of State Act is amended by
changing Section 2 and adding Section 5.491 as follows:

Sec. 2. Oath. The Secretary of State shall, before
entering upon the duties of his office, take and subscribe
the oath or affirmation prescribed by Article XIII, Section 3
of the Constitution, which shall be filed in his office.

Section 99. Effective date. This Act takes effect on
July 1, 1999.
