Synopsis As Introduced
Amends the Illinois Act on the Aging. Makes a technical change in the definition of "Director".

Deletes everything after the enacting clause. Amends the Illinois Lottery Law, the Department of Human Services Act, and the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Transfers the powers and duties of the Department of Public Health concerning the Ticket for the Cure Board and Ticket for the Cure Fund to the Department of Human Services. Provides that the Department of Human Services is the successor to the Department of Public Health for the purposes of certain transfer provisions in the State Finance Act. Terminates the membership of the Ticket for the Cure Board and requires the appointment of the members to serve staggered terms. Repeals a Section in the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois concerning the Ticket for the Cure Board. Effective immediately.

Senate Floor Amendment No. 2
Requires that at least 50% of the grants awarded from the Ticket for the Cure Board must be awarded to community-based organizations. Provides for one additional member of the Ticket For The Cure Board, who is appointed by the President of the Senate.

Replaces everything after the enacting clause. Contains a statement of legislative intent. Amends the State Fire Marshal Act, State Finance Act, and Fire Investigation Act. Provides that the Office of the State Fire Marshal shall establish and administer a Small Fire-fighting Equipment Grant Program to award grants to fire departments and fire protection districts for the purchase of small fire-fighting equipment. Creates the Fire Service and Small Equipment Fund as a special fund in the State Treasury. Provides that, from appropriations, the Office of the State Fire Marshal may expend moneys from the Fund for the Small Fire-fighting Equipment Grant Program and contains other provisions concerning the new Fund. Provides that, as soon as possible after the effective date of the amendatory Act, the Comptroller shall order the transfer of and the Treasurer shall transfer $2,000,000 from the Fire Prevention Fund to the Fire Service and Small Equipment Fund, $9,000,000 from the Fire Prevention Fund to the Fire Truck Revolving Loan Fund, and $4,000,000 from the Fire Prevention Fund to the Ambulance Revolving Loan Fund. Provides that, beginning on July 1, 2008, $2 from each fine received shall be transferred each month from the Fire Prevention Fund to the Fire Service and Small Equipment Fund, $1.50 from each fine received shall be transferred from the Fire Prevention Fund to the Fire Truck Revolving Loan Fund, and $4 from each fine received shall be transferred from the Fire Prevention Fund to the Ambulance Revolving Loan Fund. Makes other changes. Effective immediately.
