SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-23.1  from Ch. 122, par. 27-23.1

    Amends the Courses of Study Article of the School Code. In provisions concerning parenting education, provides that school districts shall (instead of may) provide instruction in parenting education for grades 9 through 12. Effective July 1, 2024.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
527-23.1 as follows:
 
6    (105 ILCS 5/27-23.1)  (from Ch. 122, par. 27-23.1)
7    Sec. 27-23.1. Parenting education.
8    (a) The State Board of Education must assist each school
9district that offers an evidence-based parenting education
10model. School districts may provide instruction in parenting
11education for grades 6 through 8 12 and include such
12instruction in the courses of study regularly taught therein.
13School districts shall provide instruction in parenting
14education for grades 9 through 12 and include such instruction
15in the courses of study regularly taught therein. School
16districts may give regular school credit for satisfactory
17completion by the student of such courses.
18    As used in this subsection (a), "parenting education"
19means and includes instruction in the following:
20        (1) Child growth and development, including prenatal
21    development.
22        (2) Childbirth and child care.
23        (3) Family structure, function, and management.

1        (4) Prenatal and postnatal care for mothers and
2    infants.
3        (5) Prevention of child abuse.
4        (6) The physical, mental, emotional, social, economic,
5    and psychological aspects of interpersonal and family
6    relationships.
7        (7) Parenting skill development.
8    The State Board of Education shall assist those districts
9offering parenting education instruction, upon request, in
10developing instructional materials, training teachers, and
11establishing appropriate time allotments for each of the areas
12included in such instruction.
13    School districts may offer parenting education courses
14during that period of the day which is not part of the regular
15school day. Residents of the school district may enroll in
16such courses. The school board may establish fees and collect
17such charges as may be necessary for attendance at such
18courses in an amount not to exceed the per capita cost of the
19operation thereof, except that the board may waive all or part
20of such charges if it determines that the individual is
21indigent or that the educational needs of the individual
22requires his or her attendance at such courses.
23    (b) Beginning with the 2019-2020 school year, from
24appropriations made for the purposes of this Section, the
25State Board of Education shall implement and administer a
267-year pilot program supporting the health and wellness

1student-learning requirement by utilizing a unit of
2instruction on parenting education in participating school
3districts that maintain grades 9 through 12, to be determined
4by the participating school districts. The program is
5encouraged to include, but is not be limited to, instruction
6on (i) family structure, function, and management, (ii) the
7prevention of child abuse, (iii) the physical, mental,
8emotional, social, economic, and psychological aspects of
9interpersonal and family relationships, and (iv) parenting
10education competency development that is aligned to the social
11and emotional learning standards of the student's grade level.
12Instruction under this subsection (b) may be included in the
13Comprehensive Health Education Program set forth under Section
143 of the Critical Health Problems and Comprehensive Health
15Education Act. The State Board of Education is authorized to
16make grants to school districts that apply to participate in
17the pilot program under this subsection (b). The provisions of
18this subsection (b), other than this sentence, are inoperative
19at the conclusion of the pilot program.

22    Section 99. Effective date. This Act takes effect July 1,
232024.
