HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Joyce
4Ann Chapman of Chicago, who passed away on September 27, 2023;
5and
 
6    WHEREAS, Joyce Chapman, born in Tokyo, Japan on February
719, 1956, was a dedicated organizer and civic leader of the
8City of Chicago; her professional experience of working with
9wards of the State and juvenile parolees of the Illinois
10Department of Corrections (IDOC) enhanced her abilities to
11assist the underserved populations in her community and around
12the greater Chicagoland area; with over 20 years of community
13engagement and social service experience, she worked
14tirelessly to ensure that all children and families received
15quality education, productive public safety, and adequate
16housing; and
 
17    WHEREAS, Joyce Chapman served as facilitator of CAPS Beat
18512 for the Chicago Police Department's 5th District from 1999
19to 2009; she subsequently became president of the District
20Advisory Council for the 5th District; she relentlessly worked
21with residents and was instrumental in helping deter crime in
22various Chicagoland communities; as of 2016, she was appointed
23to serve on the Chicago Police Community Policing Advisory

1Panel (CPAP); and
 
2    WHEREAS, Joyce Chapman lived in the historic Pullman
3community of Chicago for over 50 years, and her profound
4connection to her community and desire to revitalize it led
5her to establish the Pullman Community Development Corporation
6in May 2002, where she served as president; she also served as
7vice president on the Neighborhood Housing Services (NHS)
8Advisory Board for six years and as president of the Gately
9Park Advisory Council (GPAC) for the past 10 years; under her
10leadership, GPAC developed and implemented several community
11events, including grill-offs, holiday food and Secret Santa
12giveaways, and annual community field trips to Brookfield Zoo;
13and
 
14    WHEREAS, Joyce Chapman passionately represented the Far
15South Side of Chicago, serving as a member of the Far South
16Community Action Council (FSCAC) of Chicago Public Schools
17(CPS) since its inception in 2011, where she held the position
18of chairwoman until June 14, 2022; she further served the area
19as the organizer and developer of a Quality-of-Life Plan
20through Local Initiatives Support Corporation (LISC) Chicago
21in January 2019, and she began serving as president of the Far
22South Chicago Coalition in 2020; and
 
23    WHEREAS, Joyce Chapman additionally founded Woman

1Empowered Civic Engagement (WECE), an organization dedicated
2to promoting and advocating for women's participation in city,
3county, state, and federal legislation, in May 2016, and she
4served as the vice president for the National Community Based
5Organization Network (NCBON), which focuses on involving,
6engaging, and empowering community organizations; and
 
7    WHEREAS, More recently, Joyce Chapman was appointed to the
8Chicago Board of Education by then-Mayor Lori Lightfoot due to
9her commitment and dedication to improving life outcomes and
10opportunities for Chicago's youth and communities; she began
11serving on June 1, 2022; during her brief tenure, she ensured
12that the voices of students and their families were heard and
13incorporated into policymaking; and
 
14    WHEREAS, Joyce Chapman was a visionary leader, a lifelong
15learner, and an unwavering advocate for children and families
16and will be remembered for her courage, candor, and passion;
17she was a pillar of her community, and her impact on the city
18she loved so dearly will continue reverberating for
19generations; and
 
20    WHEREAS, Joyce Chapman is survived by her daughters,
21Ashanti, Umi, and Amina, and a host of grandchildren;
22therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we mourn the passing of Joyce Ann Chapman and extend our
4sincere condolences to her family, friends, and all who knew
5and loved her; and be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to the family of Joyce Chapman as an expression of
8our deepest sympathy.
