HOUSE RESOLUTION

 
2    WHEREAS, The Illinois High School Association (IHSA)
3currently has the authority to restrict eligible
4student-athletes from transferring schools, and a policy
5change is being sought to eliminate IHSA's authority on this
6matter; this policy change would prioritize academic and
7jurisdictional requirements as the sole determinants of
8eligibility; and
 
9    WHEREAS, By focusing on objective criteria such as
10academic standing and school location, this new policy intends
11to minimize bureaucratic hurdles for transferring
12student-athletes by aiming to streamline the transfer process
13and reduce unnecessary delays or complications; and
 
14    WHEREAS, Abolishing IHSA's current discretionary power
15over transfers will reduce the potential for subjective or
16biased decisions that unfairly disadvantage certain
17student-athletes; and
 
18    WHEREAS, Through terminating transfer restrictions, these
19talented student-athletes are empowered with greater autonomy,
20agency, and flexibility in choosing the best educational and
21athletic paths for themselves based on their individual needs
22and aspirations, thereby fostering personal growth and

1development; and
 
2    WHEREAS, Removing arbitrary limitations on transfer
3numbers will mirror the recent National Collegiate Athletic
4Association (NCAA) rule change that Illinois initially
5opposed; in following the NCAA's lead on transfer rules,
6Illinois will become more aligned with national trends as this
7policy change will also encourage consistency and simplify the
8landscape for student-athletes navigating both high school and
9collegiate athletics; and
 
10    WHEREAS, By eliminating unnecessary restrictions and
11prioritizing student-athlete agency, this policy change aims
12to create a more equitable and flexible system for
13student-athletes in Illinois, allowing them to pursue their
14educational and athletic goals without undue obstacles;
15therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we urge the elimination of the Illinois High School
19Association's (IHSA) authority to restrict eligible
20student-athletes from transferring schools; and be it further
 
21    RESOLVED, That a suitable copy be delivered to the
22Illinois High School Association.
