SYNOPSIS AS INTRODUCED:
 
50 ILCS 70/10

    Amends the Decennial Committees on Local Government Efficiency Act. Provides that a governmental unit may elect to form a decennial committee to study local efficiencies and report recommendations regarding efficiencies and increased accountability to the county board in which the governmental unit is located once every 10 years (rather than the governmental unit must form a decennial committee at least once every 10 years). Effective January 1, 2025.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Decennial Committees on Local Government
5Efficiency Act is amended by changing Section 10 as follows:
 
6    (50 ILCS 70/10)
7    Sec. 10. Formation of committee; members; vacancy;
8administrative support.
9    (a) By June 10, 2023 (one year after the effective date of
10this Act) and at least once every 10 years after June 10, 2023,
11each governmental unit must form a committee to study local
12efficiencies and report recommendations regarding efficiencies
13and increased accountability to the county board in which the
14governmental unit is located. A governmental unit may elect to
15form a committee under this subsection once every 10 years
16after June 10, 2023.
17    (b) Each committee's membership shall include the elected
18or appointed members of the governing board of the
19governmental unit; at least 2 residents within the territory
20served by the governmental unit, who are appointed by the
21chair of the governing board, with the advice and consent of
22the governing board; and any chief executive officer or other
23officer of the governmental unit. The committee shall be

1chaired by the president or chief elected or appointed
2official of the governing board or his or her designee. The
3chairperson may appoint additional members to the committee as
4the chairperson deems appropriate.
5    Committee members shall serve without compensation but may
6be reimbursed by the governmental unit for their expenses
7incurred in performing their duties.
8    (b-5) In lieu of the committee described in subsection
9(a), a highway commissioner of a township road district in a
10county with a population under 400,000 and the township board
11of the same township may form a joint committee for the
12purposes described in subsection (a). That joint committee
13shall include: the township trustees; the highway
14commissioner; at least 2 residents of the territory served by
15the governmental unit appointed by the township supervisor
16with the advice and consent of the township board; at least one
17resident of the governmental unit appointed by the highway
18commissioner; and the township supervisor. The joint committee
19shall be chaired by the township supervisor and shall issue a
20joint report with 2 sections, one section for the township and
21one section for the road district. Except with respect to its
22composition and report, the joint committee shall otherwise
23comply with subsection (b). References in this Act to a
24"committee" shall also include a joint committee formed under
25this subsection.
26    (c) A committee may employ or use the services of

1specialists in public administration and governmental
2management and any other trained consultants, analysts,
3investigators, and assistants it considers appropriate, and it
4may seek assistance from community colleges and universities
5as necessary to prepare the report required under Section 25.
6    (d) If a vacancy occurs in the committee membership, the
7vacancy shall be filled in the same manner as the appointments
8under subsection (b).
9    (e) Each governmental unit shall provide administrative
10and other support to its committee.

12    Section 99. Effective date. This Act takes effect January
131, 2025.
