SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Dr. John Phair, who passed away on
4February 19, 2024 at the age of 89; and
 
5    WHEREAS, Dr. Phair was born in Paris, France on July 17,
61934; he attended Yale University and received his medical
7degree from the University of Cincinnati in 1960; he later
8returned to Yale to train in internal medicine and infectious
9diseases; and
 
10    WHEREAS, During the 1960s, Dr. Phair studied the impact of
11radiation on atomic bomb survivors in Hiroshima, Japan for the
12Atomic Bomb Casualty Commission; and
 
13    WHEREAS, Amid the outbreak of the AIDS epidemic, Dr. Phair
14defended patients against discrimination and advocated for
15children who were affected by the disease; and
 
16    WHEREAS, Dr. Phair embraced the opportunity to investigate
17HIV and AIDS in the early days of the crisis; from 1987 to
182012, he served as chairman of the executive committee for the
19groundbreaking Multicenter AIDS Cohort Study, a National
20Institutes of Health-supported investigation of the history of
21HIV; and

1    WHEREAS, Dr. Phair helped establish the Chicago AIDS
2Clinical Trials Unit, which was part of the AIDS Clinical
3Trial Group of medical centers studying the treatment of HIV
4and its complications; and
 
5    WHEREAS, Dr. Phair chaired the AIDS Research and Advisory
6Committee of the National Institute of Allergy and Infectious
7Diseases from 2000 to 2002; he also authored more than 365
8research papers and 45 chapters in medical texts; and
 
9    WHEREAS, Dr. Phair received several awards for his
10contributions, including the John Philips Memorial Award from
11the American College of Physicians in 2005 and the
12International AIDS Society USA Lifetime Leadership Award in
132010; and
 
14    WHEREAS, Outside of his professional activities, Dr. Phair
15was fond of dancing and swimming; and
 
16    WHEREAS, Dr. Phair is survived by his wife, Nancy; his
17daughter, Liz Phair; his son, Phillip Phair; and three
18grandchildren; therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

1Dr. John Phair and extend our sincere condolences to his
2family, friends, and all who knew and loved him; and be it
3further
 
4    RESOLVED, That a suitable copy of this resolution be
5presented to the family of Dr. Phair as an expression of our
6deepest sympathy.
