SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Joyce Perry Richmond of Chicago, who passed away on August 22, 2023 at the age of 87; and

WHEREAS, Joyce Richmond was born to A.D. "Edward" and Anna Mae Perry on February 2, 1936; she graduated from St. Malachy High School in Chicago; she then enrolled at Cardinal Stritch University of Milwaukee before marrying James Earl Richmond in August 1957; and

WHEREAS, Joyce Richmond was a dedicated support staffer at Jens Jensen Elementary School for more than 30 years, where two of her priorities were student readiness and recruiting parent volunteers; she was also known for conducting home visits as needed; and

WHEREAS, Joyce Richmond enjoyed watching old Westerns and law shows during her retirement; and

WHEREAS, Joyce Richmond was fondly regarded by her neighbors, and she often engaged them in conversation during her daily walks to Walgreens; and

WHEREAS, Joyce Richmond knew the value of a dollar and was not interested in living a frivolous lifestyle; she was affectionately known as "Roy" by her children and grandchildren, and their loving company helped sustain her; and

WHEREAS, Joyce Richmond was preceded in death by her parents; her daughter, Lori; her sisters, Rosetta, Patricia, and Hettie; and her niece, Tina; and

WHEREAS, At the time of her passing, Joyce Richmond was survived by her children, Karen, Andrea, James, and Lisa; her granddaughter, Alexa Joyce; her great-granddaughter, Noah Alivia; her siblings, Pat (Anthony), Mary, Donna, Regina, Morell, Peter, Patrick, Edward, Kevin (Valeria), Robert, Thomas, and Anthony; her nieces and nephews, Margaret, Anthony, Bea, Bernita, Courtney, and Tiffany; and her friends, Shirley and David Glover, Betty and Tom Arnieri, Vivian Scott, Rudy Salazar, Catherine Carter, Joyce Ball, Althea Johnson, and Maxine McShann; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Joyce Perry Richmond and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Joyce Richmond as an expression of our deepest sympathy.
