SYNOPSIS AS INTRODUCED:
 
430 ILCS 66/90

    Amends the Firearm Concealed Carry Act. Provides that the regulation, licensing, possession, registration, and transportation of accessories, components, attachments, or parts for handguns by licensees are exclusive powers and functions of the State. Provides that ordinances enacted that impose regulations or restrictions on accessories, components, attachments, or parts for handguns in a manner inconsistent with the Act shall be invalid in its application to licensees under the Act. Effective immediately.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Firearm Concealed Carry Act is amended by
5changing Section 90 as follows:
 
6    (430 ILCS 66/90)
7    Sec. 90. Preemption. The regulation, licensing,
8possession, registration, and transportation of handguns, and
9ammunition, accessories, components, attachments, or parts for
10handguns by licensees are exclusive powers and functions of the
11State. Any ordinance or regulation, or portion thereof, enacted
12on or before the effective date of this Act that purports to
13impose regulations or restrictions on licensees or handguns,
14and ammunition, accessories, components, attachments, or parts
15for handguns in a manner inconsistent with this Act shall be
16invalid in its application to licensees under this Act on the
17effective date of this Act. This Section is a denial and
18limitation of home rule powers and functions under subsection
19(h) of Section 6 of Article VII of the Illinois Constitution.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.
