SENATE JOINT RESOLUTION NO. 62

(As Amended by Senate Amendment Nos. 1 & 7)

 
3    WHEREAS, Emergency responders are constantly placed in
4danger while performing their duties, both from the dangerous
5conditions of their work and the hazardous locations where
6incidents occur; and
 
7    WHEREAS, On March 5, 2013, Hudson Community Fire Protection
8District volunteer firefighter Chris Brown was struck and
9killed by a motorist while working at the scene of a motor
10vehicle collision; and
 
11    WHEREAS, On October 30, 2013, Pontiac Police Department K9
12Officer Casey Kohlmeier was struck and killed by a drunk driver
13while performing his duties on Interstate 55; and
 
14    WHEREAS, Many other emergency responders have been killed,
15injured, or placed in needless danger by similar incidents; and
 
16    WHEREAS, More comprehensive solutions are required to
17ensure that emergency responders are able to safely perform the
18vital duties they carry out for the citizens of our State;
19therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL

1ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
2CONCURRING HEREIN, that there is created the Emergency
3Responder Roadway Safety Task Force to identify and recommend
4ways that the State of Illinois can increase the safety of
5emergency responders while they perform their duties; and be it
6further
 
7    RESOLVED, That the Task Force shall consist of the
8following members: one member appointed by the Speaker of the
9House of Representatives; one member appointed by the Minority
10Leader of the House of Representatives; one member appointed by
11the President of the Senate; one member appointed by the
12Minority Leader of the Senate; 2 members appointed by the
13Secretary of the Illinois Department of Transportation, one of
14which must be currently employed as a highway maintainer with
15the Illinois Department of Transportation; one member
16appointed by the Director of the Illinois State Police; one
17police officer from a county with a population of less than
1860,000 citizens appointed by an association that represents law
19enforcement; one police officer from a county with a population
20between 60,000 and 1,000,000 citizens appointed by an
21association that represents law enforcement; one police
22officer from a county with a population of more than 1,000,000
23citizens appointed by an association that represents law
24enforcement; one firefighter from a county with a population of
25less than 60,000 citizens appointed by an association that

1represents firefighters; one firefighter from a county with a
2population between 60,000 and 1,000,000 citizens appointed by
3an association that represents firefighters; one firefighter
4from a county with a population of more than 1,000,000 citizens
5appointed by an association that represents firefighters; one
6emergency medical services personnel from a county with a
7population of less than 60,000 citizens appointed by an
8association that represents emergency medical services
9personnel; one emergency medical services personnel from a
10county with a population between 60,000 and 1,000,000 citizens
11appointed by an association that represents emergency medical
12services personnel; one emergency medical services personnel
13from a county with a population of more than 1,000,000 citizens
14appointed by an association that represents emergency medical
15services personnel; one member appointed by the Executive
16Director of the Illinois State Toll Highway Authority; and one
17member appointed by the Professional Towing and Recovery
18Operators of Illinois; the members of the Task Force shall
19select a chairperson at the initial meeting; and be it further
 
20    RESOLVED, That the Illinois State Police shall provide
21administrative and other support to the Task Force; and be it
22further
 
23    RESOLVED, That the members of the Task Force shall serve
24without compensation; and be it further

1    RESOLVED, That the Task Force shall submit a report of its
2findings and recommendations to the General Assembly no later
3than January 1, 2015.
