HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to those who have served our
4country and, in doing so, have made the ultimate sacrifice for
5our nation; and
 
6    WHEREAS, United States Army Staff Sergeant Robert J.
7Miller of Oviedo, Florida, formerly of Wheaton, was killed in
8action near Barikowt, Afghanistan on January 25, 2008; and
 
9    WHEREAS, SSG Miller was a Special Forces weapons sergeant
10assigned to Company A, 3rd Battalion, 3rd Special Forces Group
11(Airborne); and
 
12    WHEREAS, SSG Miller was born on October 14, 1983 in
13Harrisburg, Pennsylvania; he was a 2002 graduate of Wheaton
14North High School; he volunteered for military service and
15enlisted in the U.S. Army on August 14, 2003 as a Special
16Forces candidate, graduating from the Special Forces
17Qualification Course in 2005 and earning the coveted Green
18Beret; and
 
19    WHEREAS, SSG Miller was deployed with 3rd SFG (A) in
20support of Operation Enduring Freedom in 2006; during his
21deployment, he was awarded the Army Commendation Medal with

1Valor for his courage in the face of the enemy; he was also
2promoted to the rank of staff sergeant while deployed; his
3other awards and decorations include the Army Good Conduct
4Medal, the Afghanistan Campaign Medal, the Global War on
5Terrorism Service Medal, two Noncommissioned Officer
6Professional Development Ribbons, the NATO Medal, the
7Parachutist Badge, the Ranger Tab, and the Special Forces Tab;
8and
 
9    WHEREAS, SSG Miller will be honored by St. Michael Church
10and School in Wheaton with the naming of a plaza in his honor;
11and
 
12    WHEREAS, SSG Miller was inducted as a Laureate of The
13Lincoln Academy of Illinois and awarded the Order of Lincoln,
14the State's highest honor, by the Governor in 2012; and
 
15    WHEREAS, SSG Miller's extraordinary valor ultimately saved
16the lives of seven members of his own team and 15 Afghanistan
17National Army soldiers; and
 
18    WHEREAS, SSG Miller was awarded the Congressional Medal of
19Honor for his heroism and selflessness above and beyond the
20call of duty, and at the cost of his own life; these actions
21are in keeping with the highest traditions of military service
22and reflect great credit upon himself; and

1    WHEREAS, SSG Miller is survived by his parents, Philip and
2Maureen Miller; his brothers, Thomas, Martin, and Edward; and
3his sisters, Joanna, Mary, Therese, and Patricia; therefore,
4be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
7SENATE CONCURRING HEREIN, that we designate the section of
8Illinois Route 38 in Wheaton between County Farm Road and
9Winfield Road as the "U.S. Army SSG Robert J. Miller Memorial
10Highway"; and be it further
 
11    RESOLVED, That the Illinois Department of Transportation
12is requested to erect, at suitable locations consistent with
13State and federal regulations, appropriate plaques or signs
14giving notice of the name "U.S. Army SSG Robert J. Miller
15Memorial Highway"; and be it further
 
16    RESOLVED, That suitable copies of this resolution be
17presented to the family of SSG Miller and the Secretary of the
18Illinois Department of Transportation.
