SENATE RESOLUTION

WHEREAS, Robocalls are unwanted and bothersome to consumers; and

WHEREAS, Spoofing numbers to make them look familiar is a common technique; and

WHEREAS, If consumers believe they have received an illegal call or text, they can file a complaint with the Federal Communications Commission (FCC) at https://tinyurl.com/File-FCC-Complaint; and

WHEREAS, The Federal Communications Commission, the Federal Trade Commission, the U.S. Telecom Association, and the telecommunications industry have taken actions to combat this unwanted activity and have developed guidelines that may help consumers avoid unwanted calls; and

WHEREAS, Consumers can find more information from the FCC and the US Telecom Association by:

(1) Going to https://tinyurl.com/FCC-Stop-Robocalls and looking for the PDF document titled Stop Unwanted Robocalls and Texts;

(2) Going to https://tinyurl.com/USTelecom-Robocalls and looking for the PDF document titled Protecting Yourself from Illegal Robocalls;

(3) Going to https://tinyurl.com/USTelecom-Spoofing and looking for the PDF document titled Protecting Yourself from Spoofing; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge consumers to take steps to educate themselves on the resources currently available to help identify and eliminate unwanted calls; and be it further

RESOLVED, That we urge consumers to take the appropriate actions that have been developed and recommended by these agencies and by the telecommunications industry, including registering their numbers on the National Do Not Call Registry; and be it further

RESOLVED, That we urge the Federal Communications Commission, the Federal Trade Commission, the U.S. Telecom Association, and the telecommunications industry to continue monitoring this issue and adapting appropriate techniques and enforcement measures to discourage and reduce unwanted calls that understandably annoy, scam, and defraud consumers; and be it further

RESOLVED, That, according to information published by the FCC, we urge consumers to protect themselves by doing the following:

(1) Do not answer calls from unknown numbers;

(2) Do not press any buttons, say "yes," or give out any personal information in response to any questions;

(3) Do check to see if a call is legitimate by hanging up and calling the organization the caller claimed to be representing to confirm the origin of the call;

(4) Do use caution if you are being pressured for immediate information;

(5) Do set a password for your voice mail account;

(6) Do talk to your phone company about blocking tools they may have;

(7) Do register your number on the National Do Not Call Registry at https://www.donotcall.gov in order to allow legitimate telemarketers to avoid calling your number; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the offices of the Federal Communications Commission (FCC), the Federal Trade Commission (FTC), the United States Telecom Association, the Governor, the Lieutenant Governor, the Illinois Attorney General, the Illinois Secretary of State, and all members of the Illinois Congressional Delegation.
