AMENDMENT TO HOUSE BILL 1978

2    AMENDMENT NO. ______. Amend House Bill 1978 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
527-23.4 as follows:
 
6    (105 ILCS 5/27-23.4)
7    Sec. 27-23.4. Violence prevention and conflict resolution
8education.
9    (a) School districts shall provide instruction and
10training in violence prevention and conflict resolution
11education for all students in grades pre-kindergarten
12kindergarten through 12 as part of the Illinois Learning
13Standards for Social/Emotional Learning (SEL) and may include
14such instruction in the courses of study regularly taught
15therein. School districts may give regular school credit for
16satisfactory completion by the student of such courses.

1    (b) As used in this Section, "violence prevention and
2conflict resolution education" means and includes instruction
3in the following:
4        (1) The consequences of violent behavior.
5        (2) The causes of violent reactions to conflict.
6        (3) Nonviolent conflict resolution, which is an
7    approach to social and emotional learning that promotes a
8    student's self-awareness, self-management, social
9    awareness, relationship skills, and responsible
10    decision-making to establish and maintain positive
11    relationships with others techniques. Specific techniques
12    shall include the following:
13            (A) Empathy.
14            (B) Anger management.
15            (C) Impulse control.
16            (D) Problem-solving.
17            (E) Making appropriate, scientifically based
18        decisions.
19            (F) The relationship between drugs, alcohol, and
20        violence.
21        (4) (Blank). The relationship between drugs, alcohol
22    and violence.
23    (c) The State Board of Education shall prepare and make
24available to all school boards SEL-aligned, instructional
25materials that may be used as guidelines for development of an
26evidence-based a violence prevention program under this

1Section, including a new category column for program evaluation
2that rates violence prevention programs as to ease of use,
3provided that each school board shall determine the appropriate
4curriculum for satisfying the requirements of this Section.
5Regional offices of education The State Board of Education
6shall assist in training teachers to provide effective
7instruction in the SEL-aligned, violence prevention
8curriculum.
9    (d) The State Board of Education and local school boards
10shall not be required to implement the provisions of this
11Section unless funding is grants of funds are made available
12and are received after July 1, 1993 from private sources, this
13State, or from the federal government in amounts sufficient to
14enable the State Board and local school boards to meet the
15requirements of this Section. Any funds received by the State
16or a local educational agency pursuant to the federal Safe and
17Drug-Free Schools and Communities Act of 1994 shall first be
18applied or appropriated to meet the requirements and implement
19the provisions of this Section.
20    (e) The changes to this Section made by this amendatory Act
21of the 98th General Assembly apply beginning with the 2013-2014
22school year.

24    Section 99. Effective date. This Act takes effect upon
25becoming law.".
