AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Regional Planning Act is amended by changing Section 65 as follows:

Sec. 65. Annual report. The Board shall prepare, publish, and distribute a concise annual report on the region's progress toward achieving its priorities and on the degree to which consistency exists between local and regional plans. Any other reports and plans that relate to the purpose of this Act may also be included.

Within 30 days after the Governor's Budget Address to the General Assembly under the State Budget Law, the Commission on Government Forecasting and Accountability shall hold a public hearing to consider the report and its impact on the State budget. Notice of the public hearing shall be given at least 20 days prior to the hearing. Notice shall be given by public advertisement in a newspaper of general circulation in the metropolitan region and state the date, time, and place of the hearing.

Section 99. Effective date. This Act takes effect upon becoming law.
