AMENDMENT TO HOUSE BILL 4984

AMENDMENT NO. ______. Amend House Bill 4984 by replacing everything after the enacting clause with the following:

"Section 5. The Civic Center Code is amended by adding Section 60-60 as follows:

(70 ILCS 200/60-60 new)

Sec. 60-60. Project labor agreements. On a project-by-project basis, the Authority may enter into, or may require its contractors to enter into, a project labor agreement, a community workforce agreement, a pre-hire collective bargaining agreement, or any similar agreement with respect to a public works project of the Authority when the Authority has determined that any such agreement advances the interests of the Authority in cost, efficiency, quality, safety, timeliness, skilled labor force, labor stability, or any other public purpose of the Authority. The Authority may require as a bid specification for any contract that the winning bidder enter into and comply with such a project labor agreement, community workforce agreement, pre-hire collective bargaining agreement, or similar agreement. The requirements of this Section shall not apply to professional design firms registered under the Professional Engineering Practice Act of 1989, the Illinois Professional Land Surveyor Act of 1989, the Architecture Practice Act of 1989, or the Structural Engineering Practice Act of 1989.".
