AMENDMENT TO HOUSE BILL 2342

2    AMENDMENT NO. ______. Amend House Bill 2342 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Lottery Law is amended by adding
5Section 21.10 as follows:
 
6    (20 ILCS 1605/21.10 new)
7    Sec. 21.10. Scratch-off for Illinois parks.
8    (a) The Department shall offer a special instant
9scratch-off game for the purposes of upkeep, maintenance, and
10improvements to Illinois State and local parks. The game shall
11commence on January 1, 2018 or as soon thereafter, at the
12discretion of the Director, as is reasonably practical. The
13operation of the game shall be governed by this Act and any
14rules adopted by the Department. If any provision of this
15Section is inconsistent with any other provision of this Act,
16then this Section governs.

1    (b) The Illinois Parks Scratch-off Fund is created as a
2special fund in the State Treasury. Moneys in the Illinois
3Parks Scratch-off Fund shall be used by the Department of
4Natural Resources for the purposes of upkeep, maintenance,
5restoration, and improvements to public parks in the State of
6Illinois, including grants for those purposes.
7    Moneys received for the purposes of this Section,
8including, without limitation, net revenue from the special
9instant scratch-off game and from gifts, grants, and awards
10from any public or private entity, must be deposited into the
11Illinois Parks Scratch-off Fund. Any interest earned on moneys
12in the Illinois Parks Scratch-off Fund must be deposited into
13the Illinois Parks Scratch-off Fund.
14    For purposes of this subsection, "net revenue" means the
15total amount for which tickets have been sold, less the sum of
16the amount paid out in prizes and the actual administrative
17expenses of the Department solely related to the scratch-off
18game under this Section.
19    (c) During the time that tickets are sold for the Illinois
20Parks scratch-off game, the Department shall not unreasonably
21diminish the efforts devoted to marketing any other instant
22scratch-off lottery game.
23    (d) The Department may adopt any rules necessary to
24implement and administer the provisions of this Section.
 
25    Section 10. The State Finance Act is amended by adding

3    Sec. 5.878. The Illinois Parks Scratch-off Fund.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.".
