AMENDMENT TO SENATE BILL 1600

2    AMENDMENT NO. ______. Amend Senate Bill 1600 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Downstate Public Transportation Act is
5amended by changing Section 2-15.2 as follows:
 
6    (30 ILCS 740/2-15.2)
7    Sec. 2-15.2. Free and reduced services; eligibility.
8    (a) Notwithstanding any law to the contrary, no later than
960 days following the effective date of this amendatory Act of
10the 95th General Assembly and until subsection (b) is
11implemented, any fixed route public transportation services
12provided by, or under grant or purchase of service contracts
13of, every participant, as defined in Section 2-2.02 (1)(a),
14shall be provided without charge to all senior citizen
15residents of the participant aged 65 and older, under such
16conditions as shall be prescribed by the participant.

1    (b) Notwithstanding any law to the contrary, no later than
2180 days following the effective date of this amendatory Act of
3the 96th General Assembly, any fixed route public
4transportation services provided by, or under grant or purchase
5of service contracts of, every participant, as defined in
6Section 2-2.02 (1)(a), shall be provided without charge to
7senior citizens aged 65 and older who meet the income
8eligibility limitation set forth in subsection (a-5) of Section
94 of the Senior Citizens and Persons with Disabilities Property
10Tax Relief Act, under such conditions as shall be prescribed by
11the participant. The Department on Aging shall furnish all
12information reasonably necessary to determine eligibility,
13including updated lists of individuals who are eligible for
14services without charge under this Section. Nothing in this
15Section shall relieve the participant from providing reduced
16fares as may be required by federal law.
17    (c) Notwithstanding any law to the contrary, no later than
18180 days following the effective date of this amendatory Act of
19the 100th General Assembly, any fixed route public
20transportation services provided by, or under grant or purchase
21of service contracts of, a participant shall be provided (i)
22without charge to a veteran that has a combined disability
23rating of more than 70% as certified by the U.S. Department of
24Veterans Affairs, and (ii) at a 50% reduced fare for a veteran
25who has a combined disability rating of 30% to 70% as certified
26by the U.S. Department of Veterans Affairs, under conditions

3    Section 10. The Metropolitan Transit Authority Act is
4amended by changing Section 51 as follows:
 
5    (70 ILCS 3605/51)
6    Sec. 51. Free and reduced services; eligibility.
7    (a) Notwithstanding any law to the contrary, no later than
860 days following the effective date of this amendatory Act of
9the 95th General Assembly and until subsection (b) is
10implemented, any fixed route public transportation services
11provided by, or under grant or purchase of service contracts
12of, the Board shall be provided without charge to all senior
13citizens of the Metropolitan Region (as such term is defined in
1470 ILCS 3615/1.03) aged 65 and older, under such conditions as
15shall be prescribed by the Board.
16    (b) Notwithstanding any law to the contrary, no later than
17180 days following the effective date of this amendatory Act of
18the 96th General Assembly, any fixed route public
19transportation services provided by, or under grant or purchase
20of service contracts of, the Board shall be provided without
21charge to senior citizens aged 65 and older who meet the income
22eligibility limitation set forth in subsection (a-5) of Section
234 of the Senior Citizens and Persons with Disabilities Property
24Tax Relief Act, under such conditions as shall be prescribed by

1the Board. The Department on Aging shall furnish all

19    Section 15. The Local Mass Transit District Act is amended
20by changing Section 8.6 as follows:

23    (a) Notwithstanding any law to the contrary, no later than

2implemented, any fixed route public transportation services
3provided by, or under grant or purchase of service contracts
4of, every District shall be provided without charge to all
5senior citizens of the District aged 65 and older, under such
6conditions as shall be prescribed by the District.
7    (b) Notwithstanding any law to the contrary, no later than
8180 days following the effective date of this amendatory Act of
9the 96th General Assembly, any fixed route public
10transportation services provided by, or under grant or purchase
11of service contracts of, every District shall be provided
12without charge to senior citizens aged 65 and older who meet
13the income eligibility limitation set forth in subsection (a-5)
14of Section 4 of the Senior Citizens and Persons with
15Disabilities Property Tax Relief Act, under such conditions as
16shall be prescribed by the District. The Department on Aging
17shall furnish all information reasonably necessary to
18determine eligibility, including updated lists of individuals
19who are eligible for services without charge under this
20Section. Nothing in this Section shall relieve the District

6prescribed by each District.

8    Section 20. The Regional Transportation Authority Act is
9amended by changing Sections 3A.15 and 3B.14 as follows:

11    Sec. 3A.15. Free and reduced services; eligibility.
12    (a) Notwithstanding any law to the contrary, no later than
1360 days following the effective date of this amendatory Act of
14the 95th General Assembly and until subsection (b) is
15implemented, any fixed route public transportation services
16provided by, or under grant or purchase of service contracts
17of, the Suburban Bus Board shall be provided without charge to
18all senior citizens of the Metropolitan Region aged 65 and
19older, under such conditions as shall be prescribed by the
20Suburban Bus Board.
21    (b) Notwithstanding any law to the contrary, no later than
22180 days following the effective date of this amendatory Act of
23the 96th General Assembly, any fixed route public
24transportation services provided by, or under grant or purchase

1of service contracts of, the Suburban Bus Board shall be
2provided without charge to senior citizens aged 65 and older
3who meet the income eligibility limitation set forth in
4subsection (a-5) of Section 4 of the Senior Citizens and
5Persons with Disabilities Property Tax Relief Act, under such
6conditions as shall be prescribed by the Suburban Bus Board.
7The Department on Aging shall furnish all information
8reasonably necessary to determine eligibility, including
9updated lists of individuals who are eligible for services
10without charge under this Section. Nothing in this Section
11shall relieve the Suburban Bus Board from providing reduced
12fares as may be required by federal law.
13    (c) Notwithstanding any law to the contrary, no later than
14180 days following the effective date of this amendatory Act of
15the 100th General Assembly, any fixed route public
16transportation services provided by, or under grant or purchase
17of service contracts of, the Suburban Bus Board shall be
18provided (i) without charge to a veteran that has a combined
19disability rating of more than 70% as certified by the U.S.
20Department of Veterans Affairs, and (ii) at a 50% reduced fare
21for a veteran who has a combined disability rating of 30% to
2270% as certified by the U.S. Department of Veterans Affairs,
23under conditions prescribed by the Suburban Bus Board.

1    Sec. 3B.14. Free and reduced services; eligibility.
2    (a) Notwithstanding any law to the contrary, no later than
360 days following the effective date of this amendatory Act of
4the 95th General Assembly and until subsection (b) is
5implemented, any fixed route public transportation services
6provided by, or under grant or purchase of service contracts
7of, the Commuter Rail Board shall be provided without charge to
8all senior citizens of the Metropolitan Region aged 65 and
9older, under such conditions as shall be prescribed by the
10Commuter Rail Board.
11    (b) Notwithstanding any law to the contrary, no later than
12180 days following the effective date of this amendatory Act of
13the 96th General Assembly, any fixed route public
14transportation services provided by, or under grant or purchase
15of service contracts of, the Commuter Rail Board shall be
16provided without charge to senior citizens aged 65 and older
17who meet the income eligibility limitation set forth in
18subsection (a-5) of Section 4 of the Senior Citizens and
19Persons with Disabilities Property Tax Relief Act, under such
20conditions as shall be prescribed by the Commuter Rail Board.
21The Department on Aging shall furnish all information
22reasonably necessary to determine eligibility, including
23updated lists of individuals who are eligible for services
24without charge under this Section. Nothing in this Section
25shall relieve the Commuter Rail Board from providing reduced
26fares as may be required by federal law.

1    (c) Notwithstanding any law to the contrary, no later than
2180 days following the effective date of this amendatory Act of
3the 100th General Assembly, any fixed route public
4transportation services provided by, or under grant or purchase
5of service contracts of, the Commuter Rail Board shall be
6provided (i) without charge to a veteran that has a combined
7disability rating of more than 70% as certified by the U.S.
8Department of Veterans Affairs, and (ii) at a 50% reduced fare
9for a veteran who has a combined disability rating of 30% to
1070% as certified by the U.S. Department of Veterans Affairs,
11under conditions prescribed by the Commuter Rail Board.

13    Section 99. Effective date. This Act takes effect upon
14becoming law.".
