AN ACT concerning government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Controlled Substances Act is amended by adding Section 315.5 as follows:

Sec. 315.5. Opioid education for prescribers. Every prescriber who is required under this Act to be registered to prescribe controlled substances shall, during the pre-renewal period, complete 3 hours of continuing education in safe opioid prescribing practices, which must include the following subjects: Illinois and federal requirements for prescribing controlled substances; appropriate prescribing; pain management; prevention, screening, and signs of abuse and addiction; and responses to abuse and addiction. Notwithstanding anything that may appear in any individual licensing Act or administrative rule, a prescriber may count these 3 hours toward the total continuing education hours required for renewal of professional licensure if the course is presented by an approved continuing education provider. The Department of Financial and Professional Regulation may adopt rules for the administration of this Section.

Section 99. Effective date. This Act takes effect January 1, 2019.
