AMENDMENT TO SENATE BILL 1153

AMENDMENT NO. ______. Amend Senate Bill 1153 by replacing everything after the enacting clause with the following:

"Section 5. The Illinois Procurement Code is amended by adding Section 20-7 as follows:

(30 ILCS 500/20-7 new)

Sec. 20-7. State contract funding. Notwithstanding any provision to the contrary, if a State contract is to be funded from State sources, neither the State of Illinois nor an agency thereof shall enter into a contract, nor shall a contract be awarded, if there is not, prior to entering into such contract, an appropriation enacted for the funding of that contract. The provisions of this Section apply to State contracts which may be entered into on or after the effective date of this amendatory Act of the 101st General Assembly. The provisions of this Section do not apply to State contracts which may be entered into on a multi-year basis.".
