AMENDMENT TO SENATE BILL 1704

2    AMENDMENT NO. ______. Amend Senate Bill 1704 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Illinois Harvest to Homes Pilot Program Act.
 
6    Section 3. Legislative findings. The General Assembly
7finds that:
8    (1) In this State, nearly 1,500,000 people are struggling
9with hunger and of them 450,000 are children.
10    (2) This State has a potential agricultural surplus of
112,600 acres.
12    (3) Reporting shows that 50% of food grown is lost before
13consumption, including product that is not suitable for sale,
14but still edible.
15    (4) Providing funding to connect agricultural surplus with
16food banks can reduce food insecurity within vulnerable

1populations.
 
2    Section 5. Pilot program. Subject to appropriation, the
3Department of Agriculture, with meaningful input from
4stakeholders, shall develop an Illinois Harvest to Home Pilot
5Program for a period of 5 years under which eligible entities
6may receive funding annually to provide agriculture surplus to
7communities of need.
 
8    Section 10. Advisory Council. The program shall be
9administered by an organization selected by the Department and
10approved by the advisory council. The organization chosen must
11be a statewide organization whose membership is food banks. The
12advisory council will assist in the development of program
13rules and implementation. The advisory council shall be
14comprised of:
15    (1) one representative from the Department of Agriculture,
16designated by the Director of Agriculture;
17    (2) one representative from the Department of Human
18Services Illinois Commission to End Hunger;
19    (3) one representative from the Emergency Food System
20Working Group;
21    (4) one representative from the lead organization
22representing food banks;
23    (5) one representative from the State's largest general
24farm organization;

1    (6) one representative from the largest statewide
2organization representing specialty crops;
3    (7) one representative from the largest organization
4representing farmers markets;
5    (8) one representative from a non-profit organization
6focused on expanding access to healthy, local, sustainable food
7in the Chicago area; and
8    (9) one representative from a statewide organization
9working with farmers that specialize in sustainable and local
10food.
 
11    Section 15. Rulemaking. The Department of Agriculture
12shall adopt rules to implement the program no later than 90
13days after the effective date of this Act. These rules shall
14include, but are not limited to, entities and action eligible
15for funding, methods to connect growers to food banks and
16social service agencies, and methods to identify sources of
17surpluses. Aspects of the program that are eligible for funding
18may include:
19    (1) reimbursement to growers for picking, packing, and
20processing agricultural surplus;
21    (2) transportation to the food banks and social service
22agencies;
23    (3) reimbursement to food banks and social service agencies
24for storage and distribution costs;
25    (4) capacity building grants for food banks and social

1service agencies to invest in facility upgrades for processing
2agricultural surplus;
3    (5) marketing and promotional activities related to the
4pilot program; and
5    (6) program administration.
 
6    Section 20. Reporting. An annual report shall be submitted
7from the advisory council, lead organization, and Department of
8Agriculture annually. After 3 years from the date of
9implementation of the Illinois Harvest to Homes Pilot Program
10and after 5 years from the date of implementation of the pilot
11program, the Department of Agriculture, in consultation with
12the Department of Human Services Commission to End Hunger shall
13submit a report to the General Assembly which documents the
14number of people served by the program information regarding
15the program's implementation.
 
16    Section 25. Repeal. This Act is repealed on July 1, 2026.
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.".
