| 1 | | AMENDMENT TO SENATE RESOLUTION 1024
| 2 | | AMENDMENT NO. ___. Amend Senate Resolution 1024 by | 3 | | replacing everything after the heading with the following: | 4 | | "WHEREAS, High-quality early childhood care and education | 5 | | services are proven by research to
play a positive role in the | 6 | | education and healthy development of young children; and
| 7 | | WHEREAS, Research has shown that maltreatment has a | 8 | | significant impact on healthy brain
development, particularly | 9 | | in the first three years of life; and
| 10 | | WHEREAS, Interventions carried out during critical periods | 11 | | can be effective in mitigating the
negative impacts of | 12 | | maltreatment; and
| 13 | | WHEREAS, For decades, Illinois has invested substantial | 14 | | State resources into its early care and
education system and, |

| 1 | | with the creation of the Illinois Commission on Equitable Early | 2 | | Childhood
Education and Care Funding, will remain one of the | 3 | | nation's leading states in supporting young children; and | 4 | | WHEREAS, State-funded early care and education programs | 5 | | have systems and policies in place
to identify and enroll | 6 | | underrepresented and underserved populations; and | 7 | | WHEREAS, In 2013 and again in 2018, the State's Early | 8 | | Learning Council identified eight priority
populations and | 9 | | encouraged communities and individual early care and education | 10 | | programs to increase
their service to these priority | 11 | | populations; and | 12 | | WHEREAS, One of the eight priority populations identified | 13 | | is the number of children and families with
Department of | 14 | | Children and Family Services (DCFS) involvement; and | 15 | | WHEREAS, Nearly 45 percent of Youth in Care are under the | 16 | | age of six; and | 17 | | WHEREAS, Public Act 100-860 provides that families with | 18 | | children under the age of five who
have an open intact family | 19 | | services case with DCFS are eligible for child care assistance | 20 | | under the
Department of Human Services' (IDHS) Child Care | 21 | | Assistance Program (CCAP); and |

| 1 | | WHEREAS, Public Act 100-860 also provides that families | 2 | | with children under the age of five
who have an open intact | 3 | | family services case with DCFS shall remain eligible for child | 4 | | care assistance six
months after the child's intact family | 5 | | services case is closed, regardless of whether the child's | 6 | | parents or
other relatives as defined by rule are working or | 7 | | participating in employment or education or training
programs; | 8 | | and | 9 | | WHEREAS, The State's early care and education system is | 10 | | complex, with multiple State agencies
administering a myriad of | 11 | | programs; and | 12 | | WHEREAS, Despite systems in place at State agencies to | 13 | | identify and enroll children and families
with DCFS involvement | 14 | | into high-quality early care and education programs, data show | 15 | | that not enough
Youth in Care under the age of six are enrolled | 16 | | in programs; and
| 17 | | WHEREAS, The State has created and funded innovative | 18 | | solutions to address priority
populations, such as the Illinois | 19 | | Pregnant and Parenting Youth in Care (IPPYC) Home Visiting | 20 | | pilot, which
provides evidence-based home visiting services to | 21 | | pregnant or parenting teens or young adults who are
in foster | 22 | | care and their children; and

| 1 | | WHEREAS, With passage of the federal Families First | 2 | | Prevention Services Act (FFPSA), the State
must put a renewed | 3 | | focus on connecting this underserved population with | 4 | | high-quality early care and
education services; therefore, be | 5 | | it
| 6 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 7 | | ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Early | 8 | | Learning Council, in consultation with the Governor's Office of | 9 | | Early Childhood Development, shall convene an advisory | 10 | | committee charged with the task of producing recommendations | 11 | | for enrolling more children and families with Department of | 12 | | Children and Family Services involvement in high-quality care | 13 | | and education programs; and be it further | 14 | | RESOLVED, That the Committee shall consist of the following | 15 | | members, who shall serve without compensation: | 16 | | (1) the (DCFS) Deputy Director-Permanent Services or | 17 | | his or her designee; | 18 | | (2) the (DCFS) Deputy Director-Intact Services or his | 19 | | or her designee; | 20 | | (3) the (DCFS) Deputy Director-Education & Transition | 21 | | Services or his or her designee; | 22 | | (4) the (DCFS) Deputy Director-Research/Child | 23 | | Well-Being or his or her designee; |

| 1 | | (5) the (DCFS) Deputy Director-Contract Administration | 2 | | or his or her designee; | 3 | | (6) the (DCFS) Deputy Director-Licensing or his or her | 4 | | designee; | 5 | | (7) the (DCFS) Deputy Director-Monitoring or his or her | 6 | | designee; | 7 | | (8) the (DCFS) Administrator-Child & Family Policy or | 8 | | his or her designee; | 9 | | (9) 3 members who represent Point of Service agencies, | 10 | | designated by the Director of the Department of Children | 11 | | and Family Services; | 12 | | (10) the Executive Director of the Governor's Office of | 13 | | Early Childhood Development or his or her designee; | 14 | | (11) the Project Director of the Maternal, Infant and | 15 | | Early Childhood Home Visiting Program of the Governor's | 16 | | Office of Early Childhood Development or his or her | 17 | | designee; | 18 | | (12) the ISBE Director of Early Childhood Education or | 19 | | his or her designee; | 20 | | (13) the ISBE Director of Family & Community Engagement | 21 | | or his or her designee; | 22 | | (14) the Executive Director of the Illinois Network of | 23 | | Child Care Resource and Referral Agencies or his or her | 24 | | designee; | 25 | | (15) the DHS Director of the Division of Family and | 26 | | Community Services or his or her designee; and |

| 1 | | (16) 3 representatives of organizations with expertise | 2 | | in child welfare and early care and education policy, | 3 | | designated by the Illinois Early Learning Council; and be | 4 | | it further | 5 | | RESOLVED, That the Committee shall convene within 60 days | 6 | | of the adoption of this
resolution and shall select a | 7 | | chairperson at its first meeting; the Committee shall | 8 | | thereafter meet on a regular schedule, no fewer than three | 9 | | times before
submitting its recommendations; and be it further | 10 | | RESOLVED, That the Early Learning Council of the Governor's | 11 | | Office of Early Childhood Development shall provide | 12 | | administrative support for the Committee; and be it further | 13 | | RESOLVED, That the Committee shall submit its final report | 14 | | to the General Assembly no later than December 31, 2020 and, | 15 | | upon the filing of the report, is dissolved; and be it further
| 16 | | RESOLVED, That suitable copies of this resolution be | 17 | | delivered to the Department of Children and Family Services, | 18 | | the Governor's Office of Early Childhood Development, the | 19 | | Illinois State Board of Education, and the Department of Human | 20 | | Services."
