1     AN ACT concerning regulation.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Child Care Act of 1969 is amended by adding
5 Section 3.7 as follows:

6     (225 ILCS 10/3.7 new)
7     Sec. 3.7. Exemption from licensure; day care homes and
8 group day care homes serving children of military personnel.
9 Notwithstanding any other provision to the contrary, a day
10 care home or group day care home is not required to be licensed
11 under this Act if the day care home or group day care home: (1)
12 serves dependent children of military personnel; (2) is
13 located on a military base or federal or government property;
14 and (3) is certified as a child development program by a branch
15 of the U.S. Department of Defense or the U.S. Coast Guard. The
16 U.S. Department of Defense or the U.S. Coast Guard, or their
17 agents, including an installation commander of a military base
18 on which a day care home or group day care home is located, may
19 assume responsibility for monitoring the day care homes or
20 group day care homes that are exempt from licensure under this
21 Section.
