      20 ILCS 1305/15-5 new
          Amends the Department of Human Services  Act  to  require
      the  Department,  in cooperation with local school boards, to
      establish a Scared Straight Program to identify  students  at
      risk  of  committing crimes.  Provides that the program shall
      include a tour of a prison to discourage  criminal  behavior.
      Provides  that the program shall also include mentor programs
      and tours of college campuses and large companies in order to
      show the students positive options. Requires  the  Department
      to  make  grants to not-for-profit organizations and churches
      for the Scared Straight Program  and  immediate  intervention
      programs   established  under  the  Juvenile  Justice  Reform
      Provisions of 1998.  Effective July 1, 1998.

 1        AN ACT to amend the Department of Human Services  Act  by
 2    adding Article 15.
 3        WHEREAS, The cost of incarcerating a child is $28,000 per
 4    child; and
 5        WHEREAS,  A  program  to  prevent  crime  by  identifying
 6    students  at  risk  of  committing crimes but who are not yet
 7    disciplinary problems is less than $500 per child; therefore
 8        Be it enacted by the People of  the  State  of  Illinois,
 9    represented in the General Assembly:
10        Section  5.  The  Department  of  Human  Services  Act is
11    amended by adding Article 15 as follows:

13        ARTICLE 15.  POWERS AND DUTIES RELATING TO CHILDREN

15        Sec. 15.5.  Scared Straight Program; grants.
16        (a)  The Department, in  cooperation  with  local  school
17    boards,  shall establish a Scared Straight Program to prevent
18    crime by developing guidelines to identify students  at  risk
19    of  committing  crimes,  but  who  are  not  yet disciplinary
20    problems.  This program, in cooperation with  the  Department
21    of  Corrections,  shall include a guided tour of a prison for
22    each student so identified in order  to  discourage  criminal
23    behavior.   This  program  shall also include mentor programs
24    and guided tours of college campuses and large companies  for
25    the  students  so  identified  in order to show them positive
26    options that are available  to  them.  The  Department  shall
27    provide   to  the  students  box  lunches  and  12  hours  of
28    counseling once a month in a peer group setting.   The  costs
29    for  the  Scared Straight Program shall be less than $500 per

 1    student.
 2        (b)  The Department shall make grants  to  not-for-profit
 3    organizations  and  churches  for the Scared Straight Program
 4    and the immediate intervention programs established under the
 5    Juvenile Justice Reform Provisions of 1998.
 6        Section 99.  Effective date.  This Act takes effect  July
 7    1, 1998.
